Assisted Living and Social Services (ALSS) provides supports for seniors, families, and communities, and helps Albertans access disability services, continuing care, financial supports, affordable housing, services for the homeless, and other social-based programs. The ALSS Modernization Office is responsible for the modernization and digital re-engineering of CSS programs to deliver simpler, faster and more cost-effective services that better meet the needs of Albertans, staff, service delivery partners and others. The office is an integral part of the ALSS Digital Transformation to enable the ALSS Digital Road map and vision “ALSS will provide simple, modern and accessible digital services that empower Albertans to achieve their goals.”
Role Responsibilities
Reporting to the Manager, Digital Transformation, the Digital Solutions Analyst is a key resource in the mandate of the ALSS Modernization Office with operational responsibility for implementing the digital services. The analyst works day to day with the Digital Product Owner and product team focusing on developing a digital service to meet the specific business and user needs e.g. an online application for a program.
Key responsibilities of the Digital Solutions Analyst:
- Profile and document current operational processes and procedures.
- Identify and document key business drivers, strategies and requirements that affect service delivery.
- Support the design and documentation of future state processes.
- Provide analytical and business support to projects in the form of research, statistical and financial analysis.
- Review existing policies and direction to ensure they are consistent with the intended direction of projects.
- Coordinate the development and implementation of communications plans for projects.
- Develop training strategies, plans and materials.
- Design, develop and deliver quality presentations to multiple user groups and audiences.
Facilitate change management activities to ready users for the new business processes and tools.
The position works within a complex environment including the Modernization Office branch within the Strategic Services division, the Employment and the Financial Services division, the Disability Services division, the Preventive Community Services division, the Continuing Care Branch (Assisted Living Alberta), Office of Public Guardian and Trustee, and Service Alberta and must build effective relationships to be successful in delivering new digital services that meet user and business area needs.

Qualifications
Minimum Requirements:
University degree in business administration, public administration, information technology or related area of study, with a minimum of two (2) years progressively related experience:
- Demonstrated knowledge in systems thinking and design.
- Experience in change management, systems development and information methodologies.
- Training and experience in business process and requirements methodologies.
- Experience in leading and facilitating workshops.
- Change Management knowledge and experience.
- Ability to research issues accurately to identify and solve problems.
Equivalency: Directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.
Assets:
- Track record in agile methodology within a digital team environment.
- Demonstrated competencies in participating in project teams including business areas and technical resource.
- Strong analytical ability, data interpretation and problem-solving skills.
- Knowledge of government strategic goals and policy directions, particularly as they relate to SCSS mandated business plans, priorities, organization, and decision-making structures of lead, partner, and support ministries.
- Depth and breadth of knowledge of SCSS programs, services, service delivery mechanisms and Information Technology systems.
- Strong understanding of the behaviours and preferences of individuals accessing SCSS programs and services, including barriers to access.

The Modernization Office is focused on development of several products for Assisted Living Alberta. This team is looking for individuals with the following additional assets:
- Strong plain language writing skills: Ability to draft clear, concise, and user-friendly content such as explanations, assessments, or instructions
- Experience with content strategy and information architecture: Proven ability to structure and organize complex information to optimize user experience for clarity, navigation, findability, and understanding.
