The Digital Design and Delivery (DDD) division within the Ministry of Technology and Innovation (TI) leads the development of the next generation of digital public services for the GoA. DDD partners with other departments to deliver products, platforms and services that are better, faster and easier, through modern user-centered agile processes. DDD offers potential candidates a unique opportunity to work on meaningful challenges that transform government and positively impact Albertans.
The Platforms Branch helps Government of Alberta product teams deliver digital products and services more effectively by providing shared platform capabilities, reusable components, and common data services.
Role Responsibilities
The Platform branch is looking for two (2) Front-End and two (2) Back-End Delivery Managers in Unified Identity and Access Management (Unified IAM) and Alberta Payments streams. These positions will report to the Director, Common Platforms and Web & Portal Services Lead and leads an assigned delivery team of approximately 9-15 staff and contingent labor in a matrixed delivery environment. Depending on platform scale, complexity, and service needs, a platform may have one or more Delivery Managers, each accountable for an assigned delivery team.
These roles exist to create the conditions for strong team delivery by aligning team work to approved platform roadmaps and branch priorities, supporting staff and contingent labour, removing barriers, coordinating delivery, and ensuring the team delivers in ways that are reliable, flexible, reusable, and sustainable over time.
The responsibilities of this role include:
- Lead a delivery team (9–15 staff and contingent labour), setting direction, priorities, and expectations for effective delivery.
- Translate platform roadmaps into clear delivery plans, managing sequencing, dependencies, risks, and trade-offs.
- Deliver reliable, secure, and reusable platform capabilities, embedding maintenance and continuous improvement into team work.
- Drive adoption of AI-enabled and automated delivery practices, ensuring effective and responsible use.
- Promote quality, consistency, and reuse across teams, balancing immediate delivery with long-term platform value.
- Provide leadership, coaching, and operational oversight to support team performance and growth.
- Advise leadership on risks, priorities, and delivery decisions, contributing to branch planning and cross-government coordination.
- Work with other Delivery Managers to align platform plans and deliverables across teams and the roadmap.
- Encourage innovation, advance technology strategies, and proactively manage enablers to reduce technical debt.

Qualifications
Requirements for both positions:
- A university degree in a related field (e.g., Computer Science, Information Technology, Business, Social Sciences, Public Administration), supplemented by four (4) years of progressively responsible, related experience.
- Experience leading digital delivery work, including experience with cloud development approaches and platform or product delivery in enterprise environments.
- Experience leading an assigned team or coordinating multiple workstreams in a matrixed setting.
- Experience leading teams through changes to delivery practices, including adoption of new tools, automation, and AI-enabled ways of working.

Equivalencies:
- A related master’s degree and a minimum of two (2) years of related experience; or
- A related two-year diploma and a minimum of six (6) years of related experience; or

Front-End Delivery Manager
Requirements:
- AI-Driven Agile Leadership: A forward-thinking leader who leverages modern, AI-augmented project management tools and methodologies to streamline front-end development cycles.
- High-Assurance API & Protocol Integration: A technically astute leader with a proven track record of directing the front-end orchestration of seamless web and mobile user journeys connected to complex enterprise backend ecosystems whether consuming secure identity APIs and passwordless authentication patterns (for Unified IAM) or real-time payments and digital banking integrations (for Alberta Payments).
- Inclusive Governance & Regulatory Compliance: A champion of user-centric design who ensures that high-security transactional interfaces remain universally accessible (WCAG) as well as privacy and audit compliant such as embedding intuitive privacy and consent controls (for Unified IAM) or highly secure data auditing and fraud-prevention workflows (for Alberta Payments).
Assets:
- Experience using service analytics, user feedback, and journey mapping to identify friction points, bottlenecks, and opportunities to improve completion rates.
- Experience using AI-assisted review to improve content quality, pattern consistency, defect analysis, and operational insight.
- Experience supporting adoption maturity through stakeholder engagement, service guidance, communication materials, operational handoff, and continuous improvement.

Back-End Delivery Manager
Requirements:
- AI-Driven Agile Leadership: A forward-thinking leader who leverages modern, AI-augmented project management tools and methodologies to streamline backend development cycles, optimize infrastructure resource allocation, and accelerate the release orchestration of highly secure services.
- High-Availability Architecture & Integration: A technically astute leader with a proven track record of directing the backend orchestration of robust, scalable, and secure system architectures—whether managing complex identity, organization, and integration management frameworks (for Unified IAM) or high-throughput payment management lifecycles (for Alberta Payments).
- Zero-Trust Security, Data Governance, & Regulatory Compliance: A champion of secure-by-design principles who ensures backend data environments strictly enforce enterprise threat modeling, robust encryption (at rest and in transit), and immutable audit logs while embedding domain-specific compliance frameworks—such as secure credential management (for Unified IAM) or financial risk mitigation and automated fraud-detection logic (for Alberta Payments).
Assets:
- Experience using operational data, service health indicators, support patterns, exception trends, and performance insights to identify service risks and propose mitigations.
- Experience preparing decision records, evidence information, post-implementation findings, and lessons learned to strengthen governance and continuous improvement.
- Experience applying AI-assisted analysis to improve quality, identify root-cause themes, summarize complex evidence, and support informed service decisions.
