Role Responsibilities
The Ministry of Primary and Preventative Health Services has an exciting opportunity for you to join our team!
Reporting to the Manager, The Database Audit Analyst is a critical role necessary to ensure the integrity, confidentiality, and appropriate use of sensitive health and financial information within Primary and Preventative Health Services database systems. This position is essential for conducting data access audits, monitoring database activity, identifying inappropriate access through Database Access Monitoring (DAM) alerting, and ensuring compliance with Primary and Preventative Health Services Information Security Management Directives and the Health Information Act (HIA).
This position will be responsible for the following duties:
- Develop and update security audit methodology and criteria for health information within databases at Primary and Preventative Health Services.
- Report database activity to the appropriate levels within the Ministry.
- Review database configurations to ensure alignment to policy and best practices (“gap analysis”).
- Monitor and set up appropriate alerts indicating potential cases of inappropriate access, including linking to enterprise level SIEM logging repositories.
- Engage with program areas regarding questions concerning data access.
- Develop information seminars as required and create and distribute information circulars.
- Become a subject matter expert in the application of Primary and Preventative Health Services database auditing tools.
- Develop, review and update database tools and understand database audit tool intricacies to ensure the quality of the reports.
- Work with program areas to understand where and when (deployment, configuration) the highly sensitive applications are at risk.
- Develop and maintain mandatory database auditing standards related to application development or procurement.

Qualifications
Minimum Recruitment Standards
Requirements:
- University graduation (Computer Science, Information Management) or in a related field plus 2 years progressively responsible related experience; or equivalent as described below

Equivalencies: Directly related experience or education considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.
The following knowledge or experiences are considered as assets:
- In-depth understanding of legislation and regulations (i.e. Health Information Act, and it's associated Regulations), business policies and procedures, user guides, manuals, and training materials.
- Strong writing, editing, speaking and interpersonal skills are necessary to provide accurate response.
- Strong conflict-resolution skills to effectively manage sensitive audit-related communications.
- Proficient in computer software and application including MS Excel, Outlook, MS Word, and MS PowerPoint to support audit documentation, data analysis, reporting, and stakeholder communication.
- Experience monitoring and analyzing database access activity to identify unauthorized or unusual behavior. Knowledge of and experience in cybersecurity principles, tools, and practices, particularly as they relate to data access and protection.
- Effective communications skills (written and oral) to collaborate effectively with colleagues and with internal and external stakeholders.
- Organization and prioritization skills to balance multiple ongoing projects at one time and ability to meet tight timelines.

This competition is a permanent full-time position working 36.25 hours per week, Monday to Friday.
This position is located in Edmonton, Alberta.
