Role Responsibilities

The Ministry of Immigration and Multiculturalism has an exciting opportunity for you to join our team as Corporate Performance and Data Analyst!
 

As part of the Deputy Minister's Office, the Corporate Planning and Services branch is focused on driving alignment between the government and ministry priorities and the activities of the department through the provision of a broad range of corporate supports and services. The branch is responsible for leading strategic and business planning, risk management and accountability reporting; leading corporate performance management and supports for corporate data and analytics; providing corporate accommodations services; and coordinating and implementing corporate initiatives for the department. 
 
Reporting to the Manager, Corporate Data, Analytics and Evaluation, the Corporate Performance & Data Analyst is responsible for contributions to the unit's provision of performance measurement and evaluation functions to support the whole department. This role includes coordination of performance measures involved in business planning, annual reporting and program / policy initiatives across Immigration and Multiculturalism.
 

Program Development:
- Provide advice and support to operational divisions related to data/information reporting requirements.
- Conduct research, monitor trends and foster a level of expertise to inform tailored approaches to performance measurement. 
- Support the development of relevant and impactful performance measures and indicators that illustrate the Ministry's level of success in meeting its desired outcomes in Business Planning as well as effective data collection methodologies and tools.

Program Administration: 
- Coordinate input from operational divisions in an efficient and effective manner, synthesize information for annual reports, business plans and other corporate planning and reporting documents, and coordinate approvals for both content and design. This includes summarizing, re-writing, and/or editing material as necessary. 
- Provide consultation, advice and expertise to the Ministry divisions, and potentially some affiliated Agencies, regarding the development of performance measures and analysis of data.

Stakeholder Engagement:
- Manage communication and maintain effective working relationships with management and unit leads across Immigration and Multiculturalism to ensure a current understanding of their current and anticipated performance measurement needs. 
- Support the Corporate Data and Evaluation Advisor as an alternate liaison with the Office of the Auditor General (OAG) and Treasury Board and Finance (TBF) to understand and apply their most current requirements and key direction.
- Promote the implementation of best practices for measurement and reporting across the department to ensure timely, accurate and meaningful sharing of performance information. 

Information Requests / Action Requests / Briefings:
- Contribute to the development of responses to Action Requests and/or briefing materials for senior leadership including the Assistant Deputy Minister, Deputy Minister and the Minister. Offer advice, input and options for consideration as unit staff develop briefing materials in response to action requests. 
- Compile, analyze, and synthesize data / information from a number of sources and prepare relevant documents.
- Develop content for briefings and reports; provide advice and recommendations for consideration by the Advisor, Manager and Director.

Qualifications

Requirements:

  • University graduation in a related field; no experience required; or equivalent as described below.

Equivalency: 
Directly related education or experience considered on the basis of: 

  • 1 year of education for 1 year of experience 
  • 1 year of experience for 1 year of education


The following knowledge or experiences are considered as assets:
- Knowledge and experience with business, research and evaluation tool that report, analyze and present research data as well as research design and methodology, including qualitative and quantitative data collection, analysis techniques and statistics. 
 - Familiarity in working with evaluation and performance methodologies and tools, such as program theory, logic models, case studies, formative and summative evaluation, and impact assessment, is considered an asset. 
 - Working knowledge of TBF guidelines for performance measurement and evaluation as well as OAG expectations is also an asset. 
 - Excellent written and verbal communication skills to engage diverse groups of stakeholders in identifying their needs, implementing rigorous design, collecting, analyzing and reporting data through Statistical software like SAS, SPSS, Power BI, Excel and optimizing the use of results. - Ability to build and maintain effective networks and collaborative environments while balancing diverse needs and interests.

This is a temporary full-time position up to 12 months working 36.25 hours per week, Monday to Friday. 

This position is located in Edmonton, Alberta.
