Role Responsibilities

Reporting to the Manager, Corporate Performance, Data, Analytics and Evaluation (CDAE), the Corporate Data & Analytics Advisor is the ministry’s specialist in data governance, analytics infrastructure, and advanced analytics. Working with minimal supervision on complex, longer-term problems, the role owns the corporate data governance framework, provides advisory oversight of Snowflake, Azure Data Factory, and Azure data services, and develops advanced analytical models addressing ‘what if’ questions about ministry program performance. 

This position shares a common PS4 position description with the Corporate Evaluation & Research Advisor; who specializes in program evaluation and statistical analysis, performance measurement, capacity building, and accountability liaison responsibilities are held equally by both incumbents from day one.

The role is responsible for:

Data Governance and Acquisition:

  • Develop and maintain the corporate data governance framework, including policies, metadata standards, data quality rules, and stewardship protocols.
  • Champion strategic data acquisition planning, identifying and integrating external economic, labour market, and open government data sources.
  • Conduct data quality reviews and audits, developing remediation approaches and communicating findings to drive lasting program area improvement.
  • Ensure data management practices comply with FOIP, privacy legislation, and information management and security policies.


Data Infrastructure and Analytics Platform:

  • Provide advisory oversight for Microsoft Fabric, Snowflake, and Azure data services as the department’s core data platform, recommending platform priorities to the Manager.
  • Advise on and oversee data pipeline and integration processes; apply Python or SQL scripting to produce clean, standardized, and reusable datasets.
  • Represent the unit on cross-ministry data, technology, and analytics committees; negotiate and build consensus on data standards, integration approaches, and platform governance.
  • Advise program areas on data collection design and existing data assets to support the development of new or improved performance metrics; assess data availability, structure, and quality to confirm which measurement approaches are analytically supportable.


Advanced Analytics and Business Intelligence:

  • Champion the development of advanced analytical models — using Python, Snowpark, or equivalent — for econometric and predictive modeling, integrating program performance data with economic and labour market datasets. labour market datasets.
  • Build and maintain the governed Power BI reporting environment and produce cross-cutting intelligence reports for senior leadership.

Performance Measurement, Capacity Building, and Liaison:

  • Contribute to logic model, KPI, and performance measurement framework development in collaboration with program areas and the Evaluation & Research Advisor.
  • Champion change management for ministry-wide adoption of the data governance framework and analytics platform.
  • Prepare evidence-based inputs to briefings, action requests, and Cabinet packages; advance the best framing with supporting rationale with minimal supervision.

Qualifications

University graduation in data science, information management, computer science, statistics, economics, or a related field, plus a minimum of 4 years of related experience, is required.

  • Demonstrated knowledge of data governance principles, data quality management, metadata standards, and data stewardship.
  • Experience developing or overseeing data governance frameworks, data pipelines, or centralized data systems.
  • Demonstrated experience with Snowflake or Azure data services, including governance, pipeline oversight, data transformation, and Power BI data modeling.
  • Proficiency in Python or SQL for data preparation and transformation.
  • Experience with Python or Snowpark for advanced analytical and econometric modeling.
  • High-level interpersonal skills to build consensus and influence adoption of technical practices with non-technical stakeholders.
  • Experience with AI-assisted tools for automation or text analytics is considered an asset.


Equivalency:
A diploma in a related field plus 6 years of related experience may be considered.

  • Directly related education or experience is considered on the basis of one year of education for one year of experience or one year of experience for one year of education.
