The Ministry of Children and Family Services funds programs and services to support vulnerable children, youth, families, and individuals to live safely and succeed in Alberta. This includes providing services and resources to protect children and youth from abuse and neglect, and effectively address harm that has placed them in need of intervention. Mentoring and support services are available to youth transitioning into healthy, productive adults. The ministry also invests in community-based groups that support prevention and early intervention services such as Family Resource Networks, youth emergency shelters as well as programs that raise awareness and help respond to family violence, sexual violence, and abuse.

Child Intervention Delivery Services is seeking a Contract Specialist to join the Contract and Program Supports unit. This unit plays a key role in supporting province-wide service delivery through innovative procurement and contracting strategies that align with Ministry goals and priorities.
As a Contract Specialist, you will:
- Lead strategic planning to identify trends and opportunities that align with the Ministry’s business plan and support meaningful service delivery.
- Manage procurement activities across the agreement lifecycle—planning, negotiating, monitoring, and evaluating contracts and grants to ensure compliance with legislation, policy, and federal requirements.
- Support contract administration by ensuring services meet quality and quantity standards and align with Ministry goals.
- Produce reports and analysis to support leadership decision-making, investment planning, and service evaluation.
- Facilitate stakeholder engagement through strong project management, communication, and presentation skills.
- Analyze data and build budget models to support forecasting and strategic investment planning.
- Build and maintain relationships with internal and external stakeholders to identify service gaps and inform procurement strategies.
- Contribute to capacity building and promote best practices in procurement and contracting across the Ministry.

Qualifications
Requirements:
- Bachelor of Social Work or Social Work Diploma and 2 years related experience.
Equivalencies:
- Master of Social Work and 1 year related experience; OR
- Masters in a related field and 3 years related experience; OR
- Related university degree and 4 years related experience; OR
- Related diploma and 5 years related experience.
- Related education can include Sociology, Psychology, Business, Finance, Disability and Community Studies, and Project Management.
Related Experience & Assets:
- Demonstrated project management experience including planning, negotiation, implementation, monitoring, and evaluation.
- Strong writing skills and ability to consolidate information into summary formats and reports.
- Proven experience with community-based resources and the ability to foster and maintain stakeholder relationships.
- Strong understanding of how policy is contained in contracts and grants.
- Key understanding of contract planning and procurement.
- Financial acumen and experience working with budgets.
- Awareness of relevant Children and Family Services Legislation and Regulations.
- Understanding of Indigenous world views and the impact of colonization on the children and families we serve.
- Experience working with Microsoft Office is required (Outlook, Excel, Adobe).
- Experience building effective working relationships and interacting with various internal and external stakeholders.

Role Requirements
- As per the Health Professions Act, successful applicants must be registered with the Alberta College of Social Workers (ACSW) to be eligible for this position if they possess a Bachelor, Diploma or Masters in Social Work. For more information, visit http://www.acsw.ab.ca/
- Travel will be required in this role; therefore, final candidates for this position will be asked to provide a current 5-year commercial driver’s abstract. Candidates may also be required to use their own vehicle when government fleet vehicles are not available. Appropriate insurance is required.
- Successful candidate will require a clear Intervention Record Check (IRC) + Criminal Record and Vulnerable Sector Check (CRC VS) to be considered for the role.
