Role Responsibilities

Reporting to the Manager, Contract Monitoring and Evaluation, The Contract Evaluation Advisor plays a key role in the continuous improvement of the Vendor Performance Management (VPM) Program. Options for program elements (e.g., policy, process, templates, tracking mechanisms and information databases, performance measures) are researched and recommendations are developed by the Advisor to shape the program in collaboration with multiple units across the department. Training and support tools are developed and maintained by this position to increase program awareness and foster a proactive culture around contract compliance and vendor performance management.


 
The Advisor provides operational support to a portfolio of contracts subject to the VPM Program and provides guidance, support and advice to Project Managers and contracted vendors in relation to all aspects of the VPM Program. Building a collaborative environment, you provide VPM Program advice during procurement planning and preparation, attend contract start-up meetings, manage files in the VPM System, support and facilitate coordination of Project Managers in completing vendor performance evaluations. Utilizing your drive for results and agility, you will also encourage consistent application of the VPM Program by providing guidance to project delivery areas with varying project scopes and types of contracts and identify continuous improvement opportunities by applying creative problem-solving skills. The Advisor also works with project teams (in the ministry) and project/contract managers to foster proactive attention to compliance and monitors the implementation of action plans to address compliance issues. Collectively, this work enhances the integrity of the contract process and the capacity to articulate the value provided to Albertans via contracted work.

  • Drive for Results- is able to manage a busy workload, keeping on top of time lines, coordinating evaluation dates, program and project deliverables. This includes holding self responsible for delivering expected results.
     

Qualifications

Required:

  • Bachelor’s degree in business, arts, or a related discipline plus 4 years of progressively responsible related experience.
  • Preference will be given to candidates with experience in project management, contract management, and compliance monitoring.

 

Assets: 

  • Interpretation of legislation and policies.
  • Experience working with stakeholders (internal and external to government).
  • Facilitation and/or mediation experience.
