Within the Consumer, Registry, and Strategic Services Division of Service Alberta and Red Tape Reduction, the Consumer Services Branch is responsible for the administration of the Condominium Property Act and the Condominium Registry which establishes a centralize portal to simplify access and filing of key condominium information.

Role Responsibilities

The Compliance and Systems Analyst supports the operational, technology, and legislative responsibilities administered by Consumer Programs, including under the Condominium Property Act. The Analyst provides technical oversight, stakeholder coordination, and operational administration to support statute administration, including ensuring that condominium corporations and members of the public can reliably access, update, and meet legislative requirements.

The Analyst will also serve as operational liaison between the Consumer Programs and the Condominium Dispute Tribunal.  They will participate in meetings with stakeholders and other government bodies and coordinate with Finance and condominium corporations regarding payments, refunds, and financial adjustments and respond to escalations requiring cross-ministry clarification and coordination.

Key responsibilities will include:

  • Supporting statute administration projects and programs.
  • Provide program support for processes and projects related to the mandatory education for condominium corporations.
  • Identify and correct registry deficiencies proactively and in response to corporation requests.
  • Verify the accuracy of all condominium corporation records, including unit counts, within the CRS.
  • Act as the primary contact for Registries Modernization and Land Titles regarding condominium registry matters.
  • Serve as the program area product owner for the CRS, coordinating system operations, maintenance, and administration.
  • Ensure Tribunal Service Fee notices are issued and on schedule.
  • Track outstanding payments and reissue Tribunal Fee notices for undeliverable mail.
  • Develop processes and policy guidance for approaching corporations about overdue payments and oversee fee collection as needed.
  • Review and evaluate documentation submitted for change requests.
  • Produce financial and operational reports related to fees, payments, and registry statistics.
  • Provide guidance to members of the public using the CRS portal.
  • Ability to address complex or unusual title issues, such as liens, easements, encumbrances, or boundary disputes. Anticipate and resolve potential legal or procedural roadblocks before they escalate.

The ideal candidate will demonstrate the following:

  • Strong verbal and written communication to diverse audiences.
  • Experience with forms, deeds, and documentation specific to property and condominium transactions.
  • Experience reviewing survey plans, historical records, and legal descriptions for accuracy.
  • Proficiency with specialized software such as land title registries, property databases, and electronic filing tools.
  • Strong attention to detail and accuracy in high-volume administrative environments.
  • Experience handling sensitive client and property information in compliance with privacy legislation.
  • Experience preparing financial reports and performance or operational metrics.
  • Strong analytical, organizational, and problem-solving skills.

Qualifications

University degree in a related field plus a minimum of 2 years related experience in land titles, consumer programs, program support, and legal administration/paralegal etc.

Equivalencies may be considered:

  • Diploma and a minimum of four (4) year related experience.
  • Certificate and a minimum of five (5) years related experience.
  • No post-secondary education and six (6) years experience. 

Required

  • Experience delivering clear and effective verbal and written communication.
  • Experience communicating complex information in a clear, accessible manner to clients, lawyers, real estate professionals, and other stakeholders, adapting communication style to meet the audience needs.
  • Experience with Microsoft 365 suite (Outlook, Word, Excel, SharePoint).  

Assets

  • Legal Assistant diploma and/or paralegal diploma.
  • Experience applying and interpreting legislation.
  • Experience managing land titles processes, property law and/or conveyancing.
  • Experience with the forms, deeds and documentation specific to property transactions.
  • Experience with specialized software – title searches, registry submissions. (such as land title registry systems, property databases, and electronic filing tools).
  • Experience with resolution of compliance issues.
  • Experience working in the Alberta Registries for Land Online (ARLO). 
  • Experience with Action Request Tracking System (ARTS).

Candidates with lesser qualifications may be considered at a lower classification and salary.

Hours of work:  Monday – Friday, 8:15 am - 4:30 pm (36.25/week).
