Within the Ministry of Primary and Preventative Health Services, the Health Information Act Policy and Data Governance Unit (HIAPDGU) plays a pivotal role in shaping the future of health data management and privacy.

Applicants with a strong background in change management, stakeholder engagement, and policy analysis will find this role particularly rewarding, as it offers the opportunity to lead complex initiatives, support transitions in health sector privacy requirements, and contribute to the seamless implementation of a province-wide data governance framework.

Role Responsibilities

This position plays a central role in supporting legislative and regulatory changes, advancing privacy requirements in the health sector, and implementing a comprehensive data governance framework across Alberta’s health data ecosystem. Reporting directly to the Director of the Health Information Act Policy and Data Governance Unit, the Change Management Lead will coordinate and drive projects that vary in scope and complexity from short-term assignments requiring strategic analysis to long-term, multi-component initiatives involving diverse stakeholder groups. 

This role demands a high level of strategic thinking, collaboration, and communication, with a focus on building awareness, mobilizing knowledge, and supporting successful adoption of policy and program changes across government and the health sector.

Responsibilities include:    

  • Collaborate with team members to develop and apply change management strategies that support health information and data governance priorities.
  • Create tailored training, presentations, and resources to support stakeholder engagement across government and the health sector.
  • Research and apply emerging trends in health privacy and data governance to inform planning and implementation.
  • Develop and maintain communication, coaching, and engagement plans to support change initiatives.
  • Gather and analyze stakeholder feedback to improve messaging and support tools.
  • Lead or contribute to projects of varying complexity, ensuring alignment with organizational goals.
  • Prepare agendas, reports, and correspondence to support meetings and decision-making processes.
  • Represent the unit in meetings with internal and external stakeholders to support collaboration and alignment.
  • Draft and present documentation for oversight bodies, including the Office of the Information and Privacy Commissioner.
  • Identify and assess sensitive policy issues and provide strategic advice to leadership.

Qualifications

Minimum Recruitment Standards 
Program Services 4 Requirements:  

  • University graduation in a related field (e.g: Public Health, Behavioural Sciences, Business Administration, Computing Sciences, Sociology) plus 4 years progressively responsible related experience; or equivalent as described below

Equivalencies: Directly related experience or education considered on the basis of:   

  • 1 year of education for 1 year of experience; or 
  • 1 year of experience for 1 year of education.

Assets:

  • Change Management Certification
  • Project Management Professional (PMP) certification

 

Preferences:

  • Implementing legislative and/or regulatory frameworks 
  • Developing stakeholder focused training and/or communication materials 
  • Experience preparing briefing and/or presentations for senior leadership or oversight bodies 
  • Experience facilitating stakeholder engagements and/or training
