The PNG Tenure Operations Branch facilitates leasing of Crown mineral rights that enable companies to develop Petroleum and Natural Gas (PNG), Geothermal or pore space rights owned by the Province of Alberta. A tenure agreement, or in some cases authorization, is required in order to undertake exploration, development or production activities and legislative requirements must be met in order to maintain tenure. The Branch currently administers approximately 70,000 active agreements and carries out certain administrative activities for the Oil Sands, Coal, and Mineral Operations division. The unit of Crown Equity, Sales, Business Support & CCUS has a wide range of accountabilities, including PNG sales, trespass reviews and implementing CCUS tenure. This role is in the CCUS group and will focus on policy and operational support to implement CCUS tenure in Alberta.

In this role you will work collaboratively with subject matter experts across Alberta Energy divisions,cross-ministry partners and with industry stakeholders. Tthe CCUS unit is the lead group implementing the responsible and strategic deployment of CCUS in Alberta so that Albertans can benefit from robust, competitive and sustainable energy and manufacturing industries. This position adopts a strategic foresight and systems thinking approach to implementing CCUS.

Reporting to the Manager CCUS Implementation, this position is critical to the success of the unit and to overall branch objectives. The CCUS Policy Analyst  supports the development and implementation of a CCUS regulatory framework in Alberta. The role will engage with internal partners to ensure the regulatory framework is strategic, aligned with Alberta's long term decarbonisation and diversification vision, and consistent with existing operational processes.

With a focus on a CCUS Implementation, specific accountabilities include:

  • Support the approval process of CCUS projects for Evaluation, Sequestration and SSR Agreements.
  • Support policy from an operational perspective to address outstanding policy issues in regards to CCUS.
  • Works closely with other areas within the branch as we develop CCUS tenure to ensure the processes align and subsurface activities are not negatively impacting each other.
  • Develop and draft operational policies and processes to ensure CCUS tenure is issued consistently.
  • Create financial and business statistical reports used for Executive reporting, Minister's speeches, press releases, public information and future PNG Tenure Operations business planning.Control the risk of introducing data entry errors and/or data errors in key information by reviewing and undertaking some processing of the following data entry information in system.
  • Responds to industry issues and inquiries, and communicates industry information on appeals and notices.
  • Provides advice to stakeholders and explains decisions made about applications and requests.

Qualifications

Minimum University graduation in Business, Economics, Public Administration, or Public Policy or a related field supplemented by two (2) years progressively responsible related experience in policy interpretation and analysis, technical writing and briefings, and research and analysis.

Equivalency: 
Directly related experience or education considered on the basis of: 

  • one year of experience for one year of education or 
  • one year of education for one year of experience.


The following are considered as assets:

  • Knowledge of CCUS's role in Alberta Energy and globally and its challenges.
  • Experience of the oil and gas industry's exploration processes and activities, including some technical knowledge.
  • Demonstrated experience in developing and implementing strategic or operational public policy options, and providing strategic policy advice to senior officials.
  • Understanding of how tenure is issued in Alberta.

This is a full-time permanent position working 36.25 hours per week, Monday to Friday.

Working location is Petroleum Plaza Building North Tower, Edmonton.
