Role Responsibilities

The Capital Program Issues Advisor assists the Executive Director (ED) of Capital Infrastructure Development and Implementation (CIDI) with various responsibilities related to management of the Executive Directors Office (EDO), and the three units within the branch to ensure branch/divisional activities are being carried out in a timely, coordinated and effective manner. Acting as a trusted advisor, the role ensures the Executive Director and Branch Leadership Team receive timely, accurate briefings, and advice on current and emerging issues and support.

 

This position requires an understanding of capital projects, project management or outdoor recreation planning issues and the relationship of capital project issues to unit, branch, divisional, departmental strategic outcomes. A strong understanding of capital project programs, communications, policy, human resource and departmental organization is required, as well as the linkages of these items to all aspects of program delivery.

 

Key duties and responsibilities include but are not limited to:

 

  • Support Capital Program priorities and projects, to ensure divisional mandates and priorities are achieved.
  • Lead and coordinate issues management for CIDI, ensuring timely identification, tracking, escalation, and resolution of capital project and operational issues.
  • Assess and prioritize current and emerging issues and provide clear, timely briefings and advice to the Executive Director and Branch Leadership Team.
  • Maintain situational awareness of capital projects in various phases of implementation through various established processes and tools.
  • Coordinate inter divisional and branch/unit activities to support branch wide initiatives, priority projects, and operational alignment.
  • Develop, implement, and monitor information flow protocols and reporting rhythms with Unit leadership, staff and stakeholders.
  • Coordinate and oversee responses to action requests, briefing notes, correspondence, and information requests from Ministerial offices, senior leadership, and departmental partners.
  • Liaise with internal and external stakeholders to support effective communication, issue resolution, and stakeholder management.
  • Support branch staffing, and information management processes, ensuring alignment with corporate policies and procedures.
  • Represent the Executive Director Office at operational meetings and forums, as required.
  • Ensure effective records and information management practices are maintained within the branch.

Qualifications

Education and Experience required:

 

  • University degree in a related field (Public administration, Business administration, Economics, Engineering, Architecture, Environment, Park or Recreation Management or Municipal Management).
  • Minimum of four years’ progressive experience, preferably in public sector Capital Program related experience, issues management, executive support, or a related function.

 

Equivalencies will be considered.
Equivalency: Directly related education or experience considered on the basis of:

 

  • 1 year of experience for 1 year of education; or
  • 1 year of education for 1 year of experience.

 

Additional Requirements:

 

  • Strong understanding of capital projects, capital infrastructure planning and project management.
  • Demonstrated experience supporting senior leadership through the preparation of briefing materials, correspondence, reports, and action requests.
  • Demonstrated ability to interpret and apply legislation, policies, and corporate directives to capital program and issues‑management activities.
  • Proven ability to manage competing priorities, shifting deadlines, and high‑volume information flow in a fast‑paced environment.
  • Advanced written and verbal communication skills, including the ability to produce concise, accurate, and executive‑level documentation.
  • Demonstrated ability to analyze information from multiple sources and provide clear recommendations.

Qualifications Continued

Assets:

 

  • Experience working in a capital program planning and delivery.
  • Experience in working in a complex, fast paced capital program organization, preferably with a public owner. 
  • Experience supporting parks or, recreation management programs, assets and infrastructure management, tourism, conservation, or a related field.
  • Experience coordinating inter-divisional or inter-regional initiatives involving multiple stakeholders.
  • Experience supporting Ministerial, ADM, or Executive Director offices.
  • Experience with operational reporting tools such as dashboards, risk registers, or situational reports.
  • Experience representing senior leadership at meetings or coordinating stakeholder engagement activities.
  • Technology and software savviness, including Microsoft suite of tools, including Planner, Project, Teams, and OneNote, as well as SharePoint Online.
