Pharmaceutical and Supplementary Division engages in policy development to support the governance, oversight and administration of the Alberta Health Care Insurance Plan (AHCIP), remuneration systems and claims processing for physicians and allied health professionals, and interprovincial reciprocal financial arrangements. The Division designs and delivers community-based supplementary health benefit programs on behalf of Albertans requiring pharmaceutical, chiropractic, optical, dental and other medical supports (e.g., wheelchairs, prosthetics, oxygen, medical/surgical supplies, etc.). These programs include prescription drug coverage primarily for seniors and low-income Albertans, as well as clinical pharmacy services such as pharmacist-administered vaccinations. We also provide leadership to national and provincial organizations to ensure accountable and appropriate delivery of blood, organ and tissue donation.

The Alberta Aids to Daily Living (AADL) program is responsible for assisting over 100,000 Albertans in maintaining independence in their home or home-like setting, through the provision of basic medical equipment and/or supplies.

Role Responsibilities

Reporting to the Director of Supplementary Health Benefits (AADL), your role as the Business Unit Manager position is responsible for the financial management, administration and monitoring of the program's financial resources, budget process, and monitoring of the third party (Alberta Blue Cross) delivery of administrative functions. 

You will also be responsible for program IT and policy support functions through the supervision of unit supervisors. Furthermore, you will be responsible for leading, developing and participating in complex, strategic programs and projects related to Business Unit Functions as it relates to supporting the overall AADL program including:

  • Working closely with various stakeholders within Alberta Blue Cross, Alberta Health Services, Specialty Suppliers/Vendors, Alberta Health IT and our outsourced IT partners (IBM) to develop, align and implement program policies and procedures. The business unit acts as a support function for the entire program.
  • Leading and participating in projects both internally and with external stakeholders to support the AADL program.
  • Managing the Alberta Blue Cross administration of AADL claims and authorizations and contracts/grants processes.
  • Defining service and outcome standards for the business unit and its functions.
  • Maintaining awareness and responding to stakeholder needs related to the ABC online health portal; working towards continual improvement through feedback from end user experience.
  • Developing program budgets, annual and monthly forecasts, accruals, costing and vendor contract/grant administration.
  • Providing expert leadership and support to the Ministry, other government sectors, provincial and regional health providers and other affiliated stakeholders, including vendors and authorizers, both inside and outside of the health sector regarding the AADL program.
  • Effectively managing human resource policies and practices in the recruitment, utilization, retention and development of AADL staff so that the business operational services of the program are delivered successfully.
  • Managing staff of the Business Unit on performance management, adherence to policies and procedures, and the collective agreement.

Qualifications

 

Requirements:

  • University graduation in a related field (e.g. business administration, finance, public administration, or an accounting/project management designation), plus four (4) years progressively responsible related experience.


Equivalences:

  • May be considered for directly related education or experience on the basis of 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education


Assets:

  • Working knowledge of Alberta governments' budget and contract processes.
  • Understanding of Alberta Aids to Daily Living (AADL) Program and Ministry business and services, including Alberta government financial and information management systems.
  • Knowledge of associated legislations such as Public Health Act, Health Professions Act, Freedom of Information and Protection of Privacy Act, Hospitals Act, Continuing Care Act,
  • Project Management, issues management experience
