Role Responsibilities
The Budget Analyst, reporting to the Manager, Financial Planning, plays a pivotal role in providing financial planning services to the Ministry and external stakeholders. A key responsibility of this role is the preparation and submission of the Ministry's three-year fiscal plan to the Executive Team, Minister, Cabinet Policy Committee, and Treasury Board. The position also supports the Deputy Minister and Minister in preparing for Committee of Supply.
Job responsibilities include but are not limited to:
- Compiles and analyzes budget submissions for accuracy, completeness and conformity with guidelines, and justification of requests.
- Plans and forecasts, with consideration of economic forecast updates, such as population changes as well as grant agreements.
- Performs ad-hoc and time sensitive analyses requested from the Minister, Deputy Minister and senior management requiring knowledge of the health system and creative and complex analytical skills.
- Compiling and consolidation of Ministry revenue and expenditure forecasts and cash flow reports for submission to the Ministry Executive Team and Alberta Treasury Board and Finance.
- Assist in designing and enhancing financial planning and reporting processes and will work with tools such as Power BI and other analytics platforms to build dashboards, reports, and models that help visualize data trends and forecast future outcomes.

Qualifications
Required:
- University graduation in a related field such as Business, Finance, Accounting, Commerce or Management plus two years related experience.
Equivalencies:
- An equivalent combination of education and experience which includes as a minimum, completion of a recognized applied accounting degree or diploma program.
Assets:
- Chartered Professional Accountant (CPA) designation.
- Extensive experience with Power BI, including data analysis and manipulation, dashboard development, and the creation of insightful reports and visualizations for stakeholders.
- Experience in financial administration, monitoring, projecting, costing, and budgeting concepts.
- Experience in leading the preparation and overseeing complex budget forecast submissions within a large organization.
- Experience working with relevant financial information systems, reporting tools, and software (e.g., Enterprise Resource Planning (ERP) / System Analysis Program (SAP) and ability to manipulate data sets using Excel.
- Knowledge of Public Sector Accounting Standards (PSAS) and the ability to interpret PSAS for the monitoring, recording, reporting and interpretation of financial information.
