The Digital Design and Delivery (DDD) division within the Ministry of Technology and Innovation (TI) leads the development of the next generation of digital public services for the GoA. DDD partners with other departments to deliver products, platforms and services that are better, faster and easier, through modern user-centered agile processes. The Citizen Experience Branch helps Government of Alberta product teams deliver digital products and services more effectively by providing shared platform capabilities, reusable components, and common data services.






Role Responsibilities

The Citizen Experience branch is seeking one (1) Back-End Delivery Manager, Unified Identity and Access Management (Unified IAM), to lead the delivery of enhancements, changes, and improvements to the back-end components and underlying services that support the Unified IAM platform.

The Unified IAM platform provides authentication and identity verification services to members of the public, enabling secure access to more than 90 Government of Alberta online services through a trusted, federated ecosystem.

This position will report to the Director, Identity and Access Management and will lead an assigned delivery team of approximately 9-15 staff and contingent labor in a matrixed delivery environment.  The Back-End Delivery Manager will work closely and collaboratively with the Front-End Delivery Manager to ensure a holistic, coordinated approach to platform changes, enabling streamlined and effective delivery across the platform.

The responsibilities of this role include:
•    Lead a delivery team (9–15 staff and contingent labor), setting direction, priorities, and expectations for effective delivery.
•    Translate platform roadmaps into clear delivery plans, managing sequencing, dependencies, risks, and trade-offs.
•    Deliver reliable, secure, and reusable platform capabilities, embedding maintenance and continuous improvement into teamwork.
•    Drive adoption of AI-enabled and automated delivery practices, ensuring effective and responsible use.
•    Promote quality, consistency, and reuse across teams, balancing immediate delivery with long-term platform value.
•    Provide leadership, coaching, and operational oversight to support team performance and growth.
•    Advise leadership on risks, priorities, and delivery decisions, contributing to branch planning and cross-government coordination.
•    Work with other Delivery Managers to align platform plans and deliverables across teams and the roadmap. 
•    Encourage innovation, advance technology strategies, and proactively manage enablers to reduce technical debt.

Qualifications

Requirements:
•    A university degree in a related field (e.g., Computer Science, Computer Engineering, Information Technology, Management Information Systems), supplemented by four (4) years of progressively responsible, related experience.

Preference will be given to candidates who have experience with:
•    Leading digital delivery initiatives, including cloud development, platform delivery, and product delivery in enterprise environments.
•    Leading teams or coordinating multiple workstreams in a matrixed organization.
•    Driving delivery transformation through the adoption of modern tools, automation, and AI-enabled ways of working.
•    Applying AI-enhanced Agile practices to improve development efficiency, resource utilization, and service delivery outcomes.
•    Leading the design and delivery of secure, scalable, high-availability architectures and complex system integrations.
•    Embedding secure-by-design principles, including zero-trust security, data governance, encryption, auditability, and regulatory compliance.


Equivalencies:
•    A related master’s degree and a minimum of three (3) years of related experience; or
•    A related two-year diploma and a minimum of six (6) years of related experience; or
•    A related one-year certificate and a minimum of seven (7) years of related experience; or
•    A minimum of eight (8) years of related experience in lieu of formal education.


Assets:
•    Previous experience working as a digital architect, developer, or software engineer.
•    Product or technical experience in digital architecture, application development, or software engineering.
•    Experience with Identity and Access Management (IAM) solutions, standards, and protocols (e.g., SAML2, OIDC, Federated Identity, NIST, PCTF).
•    Experience leveraging operational and performance data to identify service risks and improvement opportunities.
•    Experience developing governance artifacts, decision records, and lessons learned documentation.
•    Experience using AI-enabled tools to enhance analysis, root-cause identification, and decision support.
