Under this approach, a dedicated Senior Financial Officer (SFO) is assigned to each ministry to provide strategic financial leadership aligned with ministry priorities and broader government‑wide objectives.

Role

The Assistant Deputy Minister, Financial Services and Senior Financial Officer (ADM SFO) plays a critical leadership role in ensuring financial accountability across the Department of Technology and Innovation. This position is responsible for overseeing the department’s financial governance framework and coordinating the delivery of financial services to both the department and its associated public sector agencies.

 

As the department’s senior financial advisor, you will provide strategic guidance to the Minister, Deputy Minister, executive leadership, and program areas on financial planning, strategy, and execution across a range of complex business environments. You will lead all fiscal management activities, including budgeting, financial planning, and reporting, ensuring alignment with departmental priorities and government-wide objectives. This role requires a visionary leader who can foster a culture of financial stewardship and collaboration. You will champion a shared vision of financial governance and strategy, while delivering high-quality financial advice and information to support key government decision-making bodies, particularly Treasury Board and Finance.

 

In addition to providing leadership for core fiscal management activities, including multi‑year financial planning, budget oversight, forecasting, reporting, and internal controls, you will lead and be accountable for procurement, contract management, and contract review, ensuring robust oversight in a rapidly evolving program environment. Drawing on demonstrated experience in high‑growth, change‑driven environments, you will lead the design and build of new programs and organizational functions from the ground up, directly advancing Alberta’s innovation and economic development agenda and supporting the implementation of TI’s mandate letter.

 

Additionally, you will:

    • Identify and advance revenue generation opportunities, including those related to intellectual property creation, commercialization, and strategic partnerships;
    • Lead the establishment of a corporate services division, including governance frameworks, processes, and recruitment to support TI’s growth;
    • Establish and lead a vendor management function, working with ADM peers to drive cross-ministry efficiencies.
    • Drive the adoption of AI-enabled financial tools and processes to enhance forecasting, reporting, and decision support;
    • Lead financial oversight of agencies, including direct engagement with agency CFOs and strengthening accountability frameworks.

 

 

Qualifications

Your background includes significant executive leadership experience, with strengths in financial management and fiscal oversight within a large publicsector organization. As the ideal candidate you bring substantive private sector experience in a senior financial leadership role and a proven track record of driving change with demonstrated experience in innovation, economic development, or intellectual property creation environments, whether as a Chief Financial Officer (CFO), Senior Financial Officer (SFO), or senior financial analyst and executive advisor. Operating in fastpaced environments, with demonstrated experience building new programs, organizational functions, or service models from the ground up, you have demonstrated the ability to lead organizational transformation in complex, multistakeholder settings.

 

You have strong political, business and financial acumen supported by strategic analyses, the ability to make sound recommendations, as well as effective decision-making skills. Exceptional communication and stakeholder engagement skills are essential to navigate diverse perspectives in a dynamic and complex environment. Your demonstrated ability to inspire and lead high-performing teams will be key to driving organizational success.

 

A degree in Commerce, Business, Management, Public Administration, or a related field is required. A professional accounting designation is required.

 

 

Salary

$7,212.78 – $9,465.95 biweekly ($188,253.56 - $247,061.30 annually)
