Role Responsibilities

The Application Team Lead provides guidance and technical leadership throughout implementation that includes stepping in to solve issues; working within application teams to guide the selection and prioritization of tasks; working with other teams to build, test and document integrations and APIs. 

 

This position supports the Service Delivery in coordinating the application support activities required from other areas of Information Management Technology, (IMT) such as business stakeholders, database administration, data services, production operations, acceptance testing, and server support. 

 

This position will be required to maintain a current awareness of the industry, following current trends in software systems, online delivery, and other IT fields, and will assist to pragmatically weigh the cost, complexity and maturity of a technology against its capabilities and benefits to government. 

 

As an expert in software delivery, this position will also provide assistance, guidance and feedback on projects led by other programs. During such engagements, the incumbent will examine the project’s requirements and goals, and make recommendations on the approach and technologies being used as well as identify opportunities where existing or new tools and technologies may assist or complement a project. 

 

The position creates and promotes synergy and success among employees by providing leadership in resource management, mentoring, coaching, and succession planning by developing a professional team that delivers quality accountabilities, on time, and within budget.


Responsibilities: 
Your responsibilities will include:

  • Provide leadership and direction to a team of system analysts dedicated to supporting the application(s).  In doing so, build a team that demonstrates capability and commitment to their responsibility.
  • Provide leadership in the design, construction, testing and implementation of new information systems that support client requirements and departmental objectives, using a wide variety of technologies within a networked environment.
  • Build an effective relationship with the applications clients in which they solicit and trust the team’s advice on the use of technology in relation to performance of their business.
  • Plan, support, test and document upgrades to COTS and vendor products (such as operating systems, compilers and utilities, job scheduler, database management systems, etc) to maintain continued application stability. 
  • Ensure that the application solutions to be acquired or developed are technically sound and completely address the business requirements.   Aim to deliver the solutions in the best possible manner, regarding maintainability and usability.
  • Ensures that IMT solutions comply with applicable application standards, principles and guidelines.
  • Oversee production operation and support tasks to ensure the smooth and efficient operation of the applications.
  • Lead collaboration efforts with other technical teams (such as network operations, cloud operations, audit services, domain access management, etc) to deliver application services.

 

To be successful in this position, you will demonstrate:

  • Experience leading a team to deliver application services.
  • Practice of ensuring alignment of solutions to the established standards, as well as making contributions towards application architecture.
  • Ability to manage multiple priorities - affectively and efficiently allocate assignments to the team members. 
  • A track record of assisting client business areas in identifying and defining customer business needs and processes.  
  • Experience collaborating with external to government stakeholder, multiple internal technical teams, and business areas.

Qualifications

Requirements:

  • University degree in Computer Science, Information Technology or a related field. 
  • 4 years of related experience in:
    • Managing application teams delivering development and maintenance services of the custom and COTS solutions.
    • Leading operational support, coordination and change management experience of the service delivery.

 

Equivalencies: Equivalencies will be considered: 

  • A related two-year diploma in computer technology or a related discipline from a recognized postsecondary institution and 6 years related experience; or 
  • A related one-year certificate from a recognized post-secondary institution and 7 years related experience.      

 

Assets: 

  • Experience providing leadership and direction to a team of system analysts dedicated to supporting applications.
  • Experience with providing guidance in application design, construction, implementation and change management procedures.
  • Expertise in server setup, configuration, and patching of COTS products.
  • Experience in developing and debugging code in C#, Java, MS SQL, HTML, CSS and JavaScript.
  • Experience with Windows Server including security configuration, security configuration, IIS configuration, WebSphere configuration and IBM Cognos configuration.
  • Understanding of the Collaboration Services: SharePoint and Content Services; OpenText, IBM Content Manager and other related services.
  • Solid understanding of database principles, practice, design, configuration.
  • Excellent written and oral communication skills - ability to present complex information in a clear and concise format.
  • Strong organizational and time-priority management skills to effectively balance multiple priorities and demands.
