The Department of Seniors, Community and Social Services leads seniors, income, employment, disabilities and community-based supports, family violence prevention, and family & community support services. The department serves vulnerable populations such as AISH and the seniors benefit to ensure income supports are available. While working with the social services sector to address work force challenges, affordable housing, families in need through the foodbanks network, the growing demand for seniors’ lodges and facilities, and mental health and addictions networks to align policies with a recovery-oriented system of care.

The SCSS Modernization Office Branch is responsible for the modernization and digital re-engineering of SCSS programs to deliver simpler, faster and more cost-effective services that better meet the needs of Albertans, staff, service delivery partners and others.

The office is an integral part of the SCSS Digital Transformation to enable the SCSS Digital Road map and vision "SCSS will provide simple, modern and accessible digital services that empower Albertans to achieve their goals."

Role Responsibilities

  • Reporting to the Modernization Projects Supervisor, in the Business Modernization and Transformation (BMT) unit of the Modernization Office Branch (MOB), you will work independently and collaboratively. Working with project teams, management and senior management in the branch, division and partnered ministries.
  • The Analyst will support the departmental needs of Seniors, Community and Social Services (SCSS) and its stakeholders. The Analyst works to collect operational data in different formats from various platforms, analyze, synthesize, report and present data to support the understanding and implications of trends, issues and risks related to service delivery and effective operations for social-based program initiatives, benefits processing areas and contact centers.
  • In this position, you will utilize information from various systems (e.g., electronic content management systems, workflow management systems, contact centre technology platforms), processes, analytics, business intelligence, and reporting to recommend, design, develop, track and present standardized and reliable data, reports and information in support of strategic and proactive operations planning and performance management.
  • You will also utilize technical knowledge of development and programming concepts to design or support the design of custom applications within existing platforms (e.g., SharePoint, electronic content management systems) for tracking key operational and performance metrics within analytics systems (e.g., benefits processing times, application intake volumes, call volumes, productivity).
  • You will also support the implementation of ongoing performance management processes, including development of key performance indicators (KPIs) across SCSS social-based program initiatives, and contact centers and benefits processing units.
  • You will apply your strong understanding of data architecture and data modelling design practices (with an emphasis on tabular models), demonstrate creative and effective solutions through to implementation, and communicate complex data in a clear way.
  • You will review and evaluate existing processes to identify lessons learned and opportunities for improvement in data collection, analysis, reporting and presentation of results.
  • You’ll provide standard and ad hoc reports, templates, dashboards, scorecards and regular updates, and technical expertise, maintenance and support for business intelligence solutions and analytics.
  • You will utilize computer-based techniques in identifying, extracting, and analyzing business data, and provide historical and current views of business operations, and utilize tools and methodologies to anticipate possible future outcomes.
  • Creativity, strong analytical and problem-solving skills are required to review, analyze/interpret and communicate information that is clear, concise and useful to the department and its partners.
  • You will work closely with management and stakeholders to provide relevant information in support of evolving business processes and innovative solutions, while selecting the best analytical/reporting techniques to develop and present recommendations.

Qualifications

University graduation in a related field (business administration, social sciences, public administration, economics, computer science) plus 4 years progressively responsible related experience as described below.

Equivalencies
Equivalencies will be considered: Directly related experience or education considered on the basis of:

  • one year of experience for one year of education or;
  • one year of education for one year of experience.


The following will be considered strong assets:

  • Good grasp on visual communications concepts 
  • Training and/or experience in the application of User Interface (UI) and User Experience (UX) design principles, tools, methodologies and best practices in relation to development of program workflow application solutions and reporting
  • Familiarity with and ability to apply front-end web development languages (e.g., HTML, CSS, JavaScript) and web design
  • Proficient in using business/data analytics software and applications and other collaboration/presentation/information management tools
  • Experience in providing direction and mentorship.
