Assisted Living and Social Services (ALSS) provides supports for seniors, families, and communities, and helps Albertans access disability services, continuing care, financial supports, affordable housing, services for the homeless, and other social-based programs. The Corporate Accountability and Planning (CAP) branch and the Quality Assurance and Accountability (QAA) unit within the Ministry of ALSS guide strategic efforts to assess and improve performance while ensuring public accountability for ALSS, with the QAA unit focusing on Quality Assurance (QA) and Strategic Evaluation (SE) through a comprehensive Performance Management Framework (PMF).

 

The QA team serves as a provider of a common frame of reference for quality assurance across the Ministry and works to create a QA culture that is part of the way the Ministry does business. The QA team ensures that quality-focused initiatives and quality assurance strategies across the entire ministry and in every program are coordinated, aligned, adequately supported, and consistently managed. Moreover, the QA team sees to it that quality assurance initiatives and activities within the department align with all activities led by the CAP branch. 

 

Role Responsibilities

The QAA Unit is seeking highly skilled professionals to join as Analyst – Quality Assurance (PS3), Analyst – Quality Assurance (PS2), and Analyst – PMF (PS3). The positions provide exciting opportunities to contribute to strategic initiatives, enhance performance management practices, and foster continuous improvement across ALSS programs and services.

 

Analyst – Quality Assurance (PS3) – Key Responsibilities:

 

  • Collect, analyze, and validate data to refine and evaluate program outcomes, measures, and indicators.
  • Support the development and implementation of the ALSS Performance Management Framework (PMF) and other performance initiatives.
  • Conduct research and provide insights to improve organizational performance and accountability.
  • Collaborate with the Manager, QA, and other stakeholders to design and implement systematic approaches to monitoring and improving programs and services.
  • Contribute to the alignment of quality assurance strategies across the Ministry and support capacity-building efforts.

 

Analyst – Quality Assurance (PS2) – Key Responsibilities:

 

  • Support the development and implementation of performance management and accountability initiatives within the Ministry.
  • Perform research and analysis to develop evidence-based recommendations for improving organizational effectiveness.
  • Collaborate with stakeholders to identify connectivity between issues and ensure alignment with ALSS priorities and programs.
  • Contribute to the operationalization and maintenance of quality assurance frameworks and practices.
  • Assist in monitoring and evaluating programs and services to ensure high-quality delivery and alignment with strategic goals.

 

Analyst – PMF (PS3) – Key Responsibilities:

 

  • Develop, implement, and maintain performance management and accountability frameworks for ALSS programs and services.
  • Conduct performance management and accountability-focused analyses through research and partner engagement.
  • Design and implement measures, indicators, and quality assurance tools (e.g., surveys, service standards) to align with ALSS priorities, policies, and programs.
  • Monitor and evaluate performance frameworks to ensure they meet organizational goals and support excellence.
  • Collaborate with internal and external stakeholders to design systematic approaches to organizational improvement.

Qualifications

Analyst – Quality Assurance (PS3) – Minimum Requirements:

 

  • University graduation in a related field (e.g., Economics, Social Sciences, Business Administration, Public Administration) plus 2 years progressively responsible related experience.
  • Demonstrated knowledge of quality assurance and quality outcomes measurement theories, techniques and practices.
  • Experience in evaluation, continuous improvement, change management, and knowledge management theories, techniques, and practices.
  • Experience in social research methodologies, including quantitative and qualitative data collection and analysis techniques.

 

Analyst – Quality Assurance (PS2) – Minimum Requirements:

 

  • University graduation in a related field (e.g., Social Sciences, Humanities, Business Administration, Public Administration).
  • Knowledge of Ministry and Division structures, Government of Alberta processes, and cross-Ministry initiatives.
  • Demonstrated knowledge of research, quality assurance, performance measurement, evaluation, continuous improvement, knowledge management, and change management processes.
  • Familiarity with academic and research institutions, with the ability to engage and collaborate effectively with them.
  • Knowledge of contract and project management methods and techniques.

 

Analyst – PMF (PS3) – Minimum Requirements:

 

  • University graduation in a related field (e.g., Social Sciences, Economics, Statistics, Mathematics, Business Administration, Public Administration) plus 2 years progressively responsible related experience.
  • Monitoring and evaluation and/or research experience.
  • Demonstrated knowledge of performance and accountability management theories, systems, and practices.
  • Experience in social research design and methodologies, including quantitative and qualitative data collection, analysis techniques, and data sciences.
  • Demonstrated knowledge of project management theories, principles, and practices. 

 

Equivalency: Directly related education or experience considered on the basis of:

 

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

Hours of work: 36.25 hours per week, Monday – Friday.
