The Corporate Accountability and Planning (CAP) Branch supports public accountability and transparency through four units, including Quality Assurance and Accountability (QAA). QAA leads strategic evaluation and performance measurement for the Ministry of ALSS, implementing the Ministry’s Performance Management Framework (PMF) to support data-driven decision-making, planning, and continuous improvement. Through accountability frameworks, QAA ensures consistent performance monitoring and quality assurance across programs, providing assurance to stakeholders that services meet expectations and are effectively managed.

 

Role Responsibilities

The Corporate Accountability and Planning (CAP) Branch is seeking an enthusiastic evaluation specialist with experience leading, designing, implementing, and coordinating evaluation activities to ensure that evaluation-related activities are undertaken in support of the ALSS Performance Management Framework (PMF) and program-level Accountability Frameworks (AF).

The Strategic Evaluation function is responsible for the Ministry’s strategic evaluation schedule and is mandated to establish and maintain a coordinated and consistent approach to evaluation in ALSS, and to lead or support evaluations of the Ministry’s priority initiatives, policies, programs and services.

The Analyst, Strategic Evaluation works within a team environment to provide substantial expert advice on evaluation and analysis approaches and, in doing so, works closely with staff throughout the Ministry and other Government of Alberta Departments. This position ensures that sound evaluation methods and approaches are used and ensures that clients’ needs are identified and addressed through proposed evaluation approaches. The position will exercise a high degree of creative problem solving in the application of a wide range of emergent and established evaluation to generate high quality evaluation information. The information will be used to inform senior and executive leaders.

The position reports to the Manager, Strategic Evaluation and would be working within the scope of relevant legislation and policies.

Qualifications

Minimum Requirements:
•   University graduation in a related field, such as social sciences (sociology, economics, psychology) business administration, public administration, plus four (4) years progressively responsible related experience; or equivalent as described below. 
•   Graduate degree in a related field is preferred. 
•   Demonstrated evaluation and research experience. 
•   Demonstrated knowledge of evaluation theory, approaches, and methodologies. 
•   Experience developing logic models and evaluation frameworks/plans. 
•   Demonstrated knowledge of advanced research methods (quantitative and qualitative).

Equivalency: Directly related education or experience considered on the basis of:
•    1 year of education for 1 year of experience; or
•    1 year of experience for 1 year of education.

Assets:
•    Experience in contract and project management with working across all levels of government. 
•    Experience in financial and cost-benefit analysis. 
•    Credentialed Evaluator designation.

One full-time temporary position (until July 2026) to be filled in Edmonton, AB.

Hours of work: 36.25 hours per week, Monday – Friday.
