Alberta Infrastructure designs, builds, manages, and maintains government-owned and operated facilities, and collaborates with other ministries to ensure that schools, hospitals and government facilities infrastructure meet the needs of Alberta’s population. The Ministry also provides accommodation services and manages a large portfolio of owned and leased facilities while maintaining fiscal accountability and optimizing value for Albertans.
The Strategic Partnerships and Learning Facilities is a division that leads the assessment and procurement processes for a wide range of infrastructure projects via alternative capital financing strategies.

Role Responsibilities
Reporting to the Director, Alternative Capital Partnerships, the Procurement & Contracts Advisor contributes to the Alberta's utilization of diverse alternative capital financing strategies to deliver infrastructure projects. This is achieved through the effective assessment and development of creative financing and funding options, as well as the monitoring of related approved projects. This role works proactively and independently to coordinate, monitor, and make recommendations related to significant capital projects, and the capital budgeting processes. In addition, the incumbent is expected be agile to move between multiple ongoing and shifting priorities. This position performs all responsibilities in accordance with relevant legislation, policies, guidelines and standards.
Key responsibilities for the Procurement & Contracts Advisor include, but are not limited to:
- Identify and explore alternative financing options for infrastructure projects
- Lead the assessment and business case development for different financing strategies
- Develop evaluation frameworks and participate in the evaluation of submissions
- Proactively seek to develop creative procurement strategies
- Monitor the status of project delivery in collaboration with the project delivery team during the construction phase
- Monitor project scope, cost, and progress in consultation with other ministries and stakeholders
- Lead and participate in cross-jurisdictional information sharing and collaboration activities

Qualifications
Required
- University Degree with a major of economics, finance or commerce or a related field plus 6 years of experience in a capital planning environment
- An accounting designation or an MBA will be considered a strong asset
Equivalency:
- Directly related experience or education considered on the basis of: one year of experience for one year of education or one year of education for one year of experience.
Knowledge/Skills Required:
- Knowledge of alternative capital financing options for public capital projects
- Organizational and project management skills
- Ability to consult and negotiate with partners and stakeholders with varying and often conflicting perspectives, expectations and priorities
- Ability to apply knowledge of alternative financing strategies risks and benefits
- Working knowledge of and ability to apply accounting principles, concepts, and standards
- Knowledge of capital budgeting techniques, such as net present value, used in assessing project viability
