Role Responsibilities

From commerce to community organizations, the field of Property Assessment and Taxation offers a unique perspective into the fabric of Alberta’s economic and social networks.

If you are looking for an opportunity to carve out a niche as a subject matter expert, the Assessment Program Delivery team is the place for you.
 
Currently, we have a position available in our Assessment Program Delivery team, in the Assessment and Property Tax Policy Branch.

Reporting to the Manager of Assessment Program Delivery, you will deliver specialized advice to assessment and property tax stakeholders. 

On a typical day you will:

•    Learn something new, be immersed in interesting topics and problems to solve, and be relied upon to contribute your expertise.
•    Provide support and advice to a wide range of property owners, assessment professional, industry stakeholders, and municipal officials on a wide variety of property assessment and
     taxation issues.
•    Research, analyze, and report on the assessment and property tax system, including assessment and tax policies in other jurisdictions. 
•    Develop analysis that reflects the impacts of proposed changes on the property assessment and taxes of property owners and municipalities.
•    Monitor, identify, research and analyze trends using a wide variety of information to determine emerging issues.
•    Prepare briefings articulating activities or trends around related issues and recommend options for action and response.
•    Ensure all information and advice given to assessment stakeholders is consistent, appropriate and conforms to government policy, the Municipal Government Act and related regulations.


You will contribute to the development and production of manuals, handbooks, guides, Minister’s Guidelines, regulations and legislation, and the production of training initiatives and communication documents. In addition, you will also provide support to other Divisions of Municipal Affairs on policy initiatives involving assessment and property tax policy. 

 
This position researches and provides advice on property assessment and taxation programs and policies. Property assessments are used by all municipalities in Alberta and by the Alberta government to calculate municipal property taxes and education taxes. This position is also responsible for researching property assessment and tax policies in other jurisdictions, reviewing recent tribunal and court decisions, and providing related support and information to municipalities.

Required:

•    A combination of 8 years of related education and work experience. This may include:

          - University graduation in the following fields (however, not limited to): Business, Public Policy, Political Science, Law, Economics, Engineering, or Science 
          -4 years of progressively responsible related experience
          -Professional accreditation (which on minimum takes 4 years to complete) through the Alberta Assessors’ Association (Accredited Municipal Assessor of Alberta (AMAA)), the Appraisal 
           Institute of Canada (Accredited Appraiser Institute of Canada (AACI)), or the International Association of Assessing Officers (Certified Assessment Evaluator (CAE)) may be considered
           as an equivalency

Equivalency: Related experience or education (e.g., related diploma) may be considered as an equivalency on a one-for-one basis.

Assets: 

•    Working knowledge of the Government of Alberta’s legislative and regulatory policy development and approval processes. 
•    Working knowledge of municipal operations, particularly in the area of assessment and taxation.
•    Ability to analyze and interpret public policy issues.
•    Proficient in the use of computer systems with the ability to analyze large amounts of data and transform it into useful information and visualization for decision-making.
•    Ability to effectively lead, facilitate and coordinate work groups.
•    Exceptional verbal and written communication skills.

Notes

This position is a Permanent, Full – time role with the standard weekly work hours of 36.25, Monday to Friday (8:15 am – 4:30 pm).
