The Ministry of Municipal Affairs assists municipalities in providing well-managed, collaborative, and accountable local government to Albertans. Our main responsibilities are:

Funding supports for municipalities
A system that strives to ensure appropriate safety standards for the construction and maintenance of buildings and equipment
Protections for new home buyers and required licensing for home builders
Province-wide support for access to public library services for Albertans
Management of about 2.6 million acres of public land in the province's three Special Areas
Independent review and decisions on local matters by the Land and Property Rights Tribunal

Role Responsibilities

From commerce to community organizations, the field of Property Assessment and Taxation offers a unique perspective into the fabric of Alberta’s economic and social networks. If you are looking for an opportunity to put your skills in public policy into action, the Assessment and Property Tax Policy Unit is the place for you.

This role provides support to municipalities, property owners, and the professional property assessment community through: 
•    Analyzing assessment and tax data specific to municipalities to understand trends and provide advice.
•    Analyzing property assessment, property tax and related legislation to understand and to provide advice to stakeholders.
•    Developing analysis that reflect the impacts of proposed changes on the property assessment and taxes of property owners and municipalities.
•    Monitoring, identifying, researching and analyzing trends using  a wide variety of information to determine emerging issues.
•    Prepare briefings that clearly articulate activities or trends, to clearly identify related issues and implications and to recommend options for actions and responses.

Qualifications

Minimum recruitment standards outline the minimum education and experience required for appointment to a job classification.

•   University graduation in a related field (Business, Public Planning, Economics, Law, Engineering) plus 4 years progressively responsible related experience; OR Professional accreditation (which on minimum takes 4 years to complete) through the Alberta Assessors’ Association (Accredited Municipal Assessor of Alberta (AMAA)), the Appraisal Institute of Canada (Accredited Appraiser Institute of Canada (AACI)), or the International Association of Assessing Officers (Certified Assessment Evaluator (CAE)).   

ASSETS

•    Strong knowledge of the Government of Alberta’s legislative and regulatory policy development and approval processes.
•    Strong knowledge of municipal operations, particularly the area of assessment and taxation.
•    Ability to analyze and interpret public policy issues.
•    Ability to work with statistical data to calculate the impact of policy changes for stakeholders.
•    Ability to effectively lead, facilitate and coordinate work groups.

Hours of Work: Monday to Friday, 36.25 hours per week.
