The Alberta Emergency Management Agency (AEMA), under the authority of the Emergency Management Act, leads the coordination and co-operation of all organizations involved in emergencies and disasters. This includes emergency and disaster prevention, preparedness, response, and recovery.
The Alberta Emergency Management Agency (AEMA) is accountable and responsible to the GoA, to Albertans, to their communities, and to industry for the protection of people, their property, and the environment from the effects of emergency events. Alberta relies on a decentralized “system” for managing the various types of emergency events that occur every year. The AEMA accomplishes its objectives by leading the co-ordination, collaboration and co-operation between all entities involved in prevention, preparedness, response, and recovery activities within this diverse system.

Role Responsibilities
The Lease and License Coordinator is a key member of the AFRRCS team responsible for managing all recurring, ongoing and management of new agreements that support the day-to-day operations of the Alberta First Responder Radio Communications System (AFRRCS). The primary purpose of this role is to ensure that leases, licenses, and operational service contracts remain current and compliant, with no lapses or expirations. This position safeguards the continuity of AFRRCS operations by tracking, renewing, and administering agreements for site leases, radio frequency licenses, and essential service contracts.
Responsibilities include:
- Tracking and renewing site leases, licenses, and service contracts.
- Drafting and negotiating agreements for ongoing operational needs.
- Serve as a liaison between internal departments and external vendors, ensuring compliance, accuracy, and alignment on contractual, financial, and operational requirements.
- Maintaining contract workspace to ensure contract details and payments are correct and up to date.
- Maintaining accurate digital records and supporting financial reporting for lease and license payments.
- Monitoring vendor performance and ensuring timely renewals.
This position is based at the St. Albert Provincial Building, which houses the AFRRCS System Control Centre, technical facilities, and administrative offices. Occasional travel to AFRRCS sites or the Provincial Emergency Coordination Centre may be required.
From time to time this position will provide cover-off for the Project Management Contract & Procurement Coordinator. The position must be available for deployments during emergency response events, standby duties, and emergency response as needed, contributing to operations at the Provincial Emergency Coordination Centre (PECC) when required.

Qualifications
Required: Two-year diploma in a related field plus five years progressively responsible related experience; or equivalent as described.
Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education

Related 1 year certificate PLUS a minimum 6 years of experience
Related 4-year degree PLUS a minimum 3 years of experience
Related minimum 7 years of experience

The successful candidate MUST also have:
- Administrative experience including database use.
- Strong knowledge of procurement, contracts, leases, and service agreement administration.
- Proficiency with office software, including word processing, spreadsheets, and digital records management.
- Ability to manage multiple priorities, meet tight deadlines, and work with minimal supervision.
- Experience working with internal and external stakeholders, including legal, procurement, finance, and vendors.
Assets:
- Background in lease, license, or land-use agreement management.
- Strong working knowledge of Contract Workspace and Supply Chain Management processes within 1GX.
- Familiarity with process mapping, workflow improvement, and tracking/reporting tools.
- Experience supporting committees, senior leadership, or multi agency groups.
- Ability to contribute during emergency response deployments or operational continuity activities.

Travel Required/ Irregular Hours:
You must be able to travel with short notice for extended periods of time (i.e. be deployed to support an incident). Additionally, you must be able to work non-standard hours with short notice for extended periods of time (i.e. weekends, evenings, nights, holidays etc. at time of incident).
In order to work in the AFRRCS environment, Applicants must obtain a satisfactory Security Clearance, which is conducted by the RCMP. The RCMP adheres to Treasury Board's Standard on Security Screening to promote fair and equitable treatment for all applicants and employees.
