The Alberta Emergency Management Agency (AEMA), under the authority of the Emergency Management Act, leads the coordination and co-operation of all organizations involved in emergencies and disasters. This includes emergency and disaster prevention, preparedness, response, and recovery.
AEMA is accountable and responsible to the GoA, to Albertans, to their communities, and to industry for the protection of people, their property, and the environment from the effects of emergency events. Alberta relies on a decentralized “system” for managing the various types of emergency events that occur every year. The Alberta 911 Program is seeking a highly motivated and detail-oriented 911 Program Analyst to help lead the province’s transition to Next Generation 911 (NG911). About the Role
Reporting to the 911 Program Manager, you will play a key role in modernizing Alberta’s emergency response systems by supporting the transition to NG911 and advancing the province’s 911 standards and grant program. Your work will directly support the delivery of fast, reliable, and future-ready emergency services by working with diverse stakeholders, conducting critical research, and supporting effective oversight and compliance with provincial legislation and standards. Role Responsibilities Con't
You will be responsible for:
- Supporting Alberta’s transition to NG911 by consulting with stakeholders, preparing briefings, and advising on system impacts
- Developing public education materials to strengthen awareness of NG911 developments
- Researching 911 best practices, emerging standards, and legislative changes at local, provincial, and national levels
- Interpreting and analyzing 911 program guidelines and grant reporting trends to support decision-making
- Helping unserved communities establish 911 services
- Assisting with monitoring and enforcing standards compliance, including supporting site audit visits of public safety answering point (PSAP) and reviewing compliance-related documents
- Supporting continuous improvement of grant program and funding structures by analyzing spending trends
- Collaborating with a broad range of stakeholders to resolve complex or politically sensitive issues
- Applying sound judgment when recommending solutions to resolve compliance issues and respond to non-standard requests
- Supporting the Provincial Emergency Coordination Centre during emergency events, including extended or irregular hours

Qualifications
Required: University degree in Business Administration, Public Administration, Emergency Management, Political Science or related, no experience required or equivalent as described below.
Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education
For Example:
- Related 1 year certificate PLUS a minimum 3 years of experience
- Related 2-year diploma PLUS a minimum 2 years of experience
- Related minimum 4 years of experience
Preference may be given to candidates with a post secondary education.

Qualifications Con't
The successful candidate MUST have:
- Strong writing skills with experience in drafting various types of correspondences and briefing documents
- Effective consultation skills with experience in facilitating stakeholder engagement
- Sound research skills and working knowledge of various research methodologies and experience in jurisdictional or environmental scanning
- Strong analytical skills with demonstrated ability to analyze complex or large volumes of data and generate meaningful reports and other materials to support decision-making
- Demonstrated ability to develop effective presentations for various audiences, such as government leaders, PSAP representatives, and the public
- Project management or coordination experience
- Knowledge of grant programs and funding structures
- Policy and legislation knowledge or experience
- Class 5 driver’s license and a clear driver’s abstract
- Ability able to travel with short notice for extended periods of time (i.e., be deployed to support an incident). Additionally, you must be able to work non-standard hours with short notice for extended periods of time (i.e., weekends, evenings, nights, holidays etc. at time of incident).

- Familiarity with the Emergency 911 Act and Alberta 911 Standards
- Technical knowledge of NG911, geographic information systems, or telecommunications infrastructure
- Knowledge of PSAP operations or emergency services
- Experience conducting program or site audits, including interpreting standards and drafting audit reports
- Background in public administration, public safety, or telecommunications policy
- Grant management or administration experience
- Advanced skills in excel or other similar software
- Knowledge or experience in financial policy and compliance
- Change management experience
- Communications or marketing experience
- Knowledge or experience in process improvement frameworks or methodologies
- Work experience in a government setting or knowledge of government structures and decision-making frameworks/processes
