Within Public Safety and Emergency Services, and under the authority of the Emergency Management Act, the Alberta Emergency Management Agency (AEMA) leads the coordination and co-operation of all organizations involved in emergencies and disasters. This includes emergency and disaster prevention, preparedness, response, and recovery. 

The Alberta 9-1-1 Program is responsible for supporting and enhancing the delivery of emergency services across Alberta through activities including:

  • Distributing funding under the Alberta 9-1-1 Grant Program
  • Ensuring consistent, high-quality 9-1-1 services by maintaining and auditing on the Alberta 9-1-1 Standards
  • Collaborating with national and provincial partners to maintain alignment with national 9 1 1 direction
  • Responding to and directing public inquiries related to 9-1-1 services
  • Providing public education on the appropriate use of 9-1-1

Role Responsibilities

Reporting to the 9-1-1 Program Manager, this position is responsible for coordinating provincial compliance with the Alberta 9-1-1 Standards through routine site audits, ongoing monitoring, and structured and ad hoc follow up with Alberta’s Public Safety Answering Points (PSAPs). The role also supports the ongoing development and revision of the Alberta 9-1-1 Standards by engaging stakeholders, gathering best practices, and facilitating structured consultations. In addition, the 9-1-1 Coordinator contributes to the administration of the Alberta 9 1 1 Grant Program, including maintaining and updating the associated guidelines to ensure they reflect current program priorities.

More broadly, the 9-1-1 Coordinator supports national 9-1-1 coordination initiatives and supports public education and outreach efforts related to 9-1-1 in Alberta. The position operates within the framework of the Government of Alberta’s legislation, policies, business plans, budgets, accountability requirements, and the Emergency 911 Act and its regulations.

Key responsibilities include:

  • Conduct site audits of PSAPs, prepare audit reports and related correspondence, and monitor ongoing compliance with the Alberta 9-1-1 Standards.
  • Consult with stakeholders to support regular reviews of legislation, regulations, and standards affecting PSAPs and the Alberta 9-1-1 Program.
  • Develop and maintain familiarity with various aspects of 9-1-1 service delivery, including call handling procedures, quality assurance, and technical infrastructure.
  • Develop and maintain stakeholder relationships with PSAPs, telecommunication providers, and national partners.
  • Facilitate external working groups with PSAPs to support the development of provincial 9-1-1 standards and associated tools, templates, and guidance materials.
  • Provide verbal and written analysis and advice on 9-1-1 Program issues and individual grant files and update grant program guidelines to align with current program priorities.
  • Prepare briefing notes and correspondence in response to ministerial requests and public inquiries related to 9-1-1.
  • Represent the 9-1-1 Program on intergovernmental and national committees addressing 9-1-1 matters with provincial or municipal implications.
  • Support the development of public education materials and resources for the 9-1-1 Program website and public events.
  • Support the Provincial Emergency Coordination Centre (PECC), including potential field assignments as required.

Qualifications

Required: University education in a related field (Public Administration, Business Administration, Public Safety, Emergency Management, Commerce, Law, Planning, Economics, Political Science, or Communication), PLUS 4 years progressively responsible related experience with a focus on audits, grants, policy development, and writing; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education.

For Example

  • Related 1 year certificate PLUS a minimum 7 years of experience; OR
  • Related 2-year diploma PLUS a minimum 6 years of experience; OR
  • Related minimum 8 years of experience  

The successful candidate MUST also have: 

  • Experience in auditing and compliance, stakeholder relations, or government policy
  • Superior written and verbal communication skills
  • Experience in data analysis

 

Assets:

  • Experience working with public sector organizations
  • In-depth knowledge of the Department’s accountability policies and practices
  • Experience in emergency communications and response

Travel: Occasional travel is required during and outside normal operational hours.
