The Ministry of Agriculture and Irrigation is responsible for the policies, legislation, regulations, programs, and services that enable Alberta’s agriculture and food sectors to flourish and contribute to Alberta’s economic recovery and growth. Trade, Investment and Food Safety Division expands and diversifies Alberta’s food and bio-product manufacturing sector in local and global markets while also providing effective food safety assurance systems.
Export and Investment Branch focuses on attracting investment to Alberta’s agri-processing sectors and expanding export opportunities for Alberta’s businesses. This branch also designs and delivers Canadian Agricultural Partnership funding programs related to growth and value added development, and provides performance measurement and program evaluation services for the Division.
Investment Attraction and Evaluation Section consists of three units: the Bio-Industrial Investment Attraction Unit, the Food Processing Investment Attraction Unit and the Monitoring and Evaluation Unit. The Food Processing Investment Attraction team collaborates with the Bio Industrials Investment Attraction team. The team works closely with our seven agriculture-dedicated staff in the Alberta International Offices in Beijing, Seoul, Tokyo, New Delhi, Singapore, Mexico City, Minneapolis, and Düsseldorf. Together the team takes a collaborative approach to increasing investment in Alberta.
Role Responsibilities
As the Senior Policy and Program Advisor, you will play an integral role in supporting the Export and Investment Branch’s mandate by leading and managing policy development and legislative projects. Your responsibilities will include:
- Policy Development: Overseeing the creation and amendment of statutes, regulations, policies, and decision documents to implement and manage policies governing Alberta's investment and export systems.
- Project Leadership and Management: Leading the development and management of strategic policy frameworks, including the Value-Added Investment and Growth Strategy.
- Collaboration and Consultation: Working with departmental and cross-departmental partners to achieve high-quality, integrated, and coordinated strategic policy development.
- Research and Analysis: Conducting comprehensive research to identify best practices, assess emerging trends, and provide recommendations on complex and politically sensitive issues.
- Stakeholder Engagement: Liaising with internal and external stakeholders to ensure collaborative approaches to policy development and legislative coordination.

Qualifications
- University graduation degree, preferably in Public Administration, Project Management, Public Policy, Political Science, or a related field.
- Four (4) years progressively responsible experience in managing complex projects or programs, and providing written and verbal analysis and recommendations to senior officials.
Equivalencies may be considered - directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education
Additional Requirements:
- Proficiency in policy development, including planning, research, analysis, writing, execution, and monitoring.
- Strong analytical and problem-solving skills, with the ability to develop and evaluation policies.
- Excellent communication skills, both written and verbal, with the ability to prepare high-quality documentation such as cabinet reports.
- Ability to work both independently and collaboratively within a team.
Preference will be given to those with long standing knowledge and experience in the Government of Alberta.
