Alberta Infrastructure is responsible for leading the development of the provincial Capital Plan, which addresses the provincial infrastructure needs of Alberta’s population that support key social programs and services and economic development.

The Ministry designs, builds, manages, and maintains government-owned and operated facilities, and collaborates with other ministries to ensure that school and hospital infrastructure meet the needs of Alberta’s population. Infrastructure also provides accommodation services and manages a large portfolio of owned and leased facilities while maintaining fiscal accountability and optimizing value for Albertans.

Role Responsibilities

Reporting to Director, the Senior Project Manager has the overall responsibility and accountability for the delivery of safe, functional, high-quality cost effective, sustainable facilities that meet Alberta Education and school jurisdiction program delivery needs.  This position is the “go-to” person for all issues/challenges related to the capital projects they manage and ensures projects are delivered on time, budget, and scope. The projects range in size (from $1 million to over $60 million) and complexity from a modular addition to a complex high school with community partnership components.

The Senior Project Manager works closely with Infrastructure Project Managers and Project Co-ordinators, client representatives throughout all aspects of a project, from inception to the end of warranty period. The Senior Project Manager is responsible for design, procurement, construction, commissioning, and warranty management of approved learning facility projects align with Infrastructure and Alberta Education requirements.

The Senior Project Manager works closely with the project team throughout all aspects of a project, from inception to the end of the warranty, including the planning and prioritization of all projects. As the Project Team Lead, the Senior Project Manager defines the project requirements with clients; co-ordinates the activities of in-house team members, private-sector consultant, contractors, to ensure the project scope, time cost and quality objectives are met. The Senior Project Manager ensures all phases of the project activities comply with Government and Ministry legislation, policies and guidelines standards and procedures.

•    Leading a team of Project Managers and managing assigned capital projects by ensuring:

•    Project scope is met, accurately reflecting Alberta Infrastructure requirement and the infrastructure that will be required to support these requirements. The Alberta and National Building Codes, as well as Infrastructure’s technical standards are utilized as key resources for scope documentation.
•    Roles and responsibilities are well understood by all stakeholders. Project objectives, team members understand their roles and responsibilities and an appropriate communications plan is implemented to keep all stakeholders informed of the project process .
•    All project expenditures, contractual commitments and contract charges are well documented and controlled and approved within established guidelines.
•    Once the construction stage is complete, provide all operational information (such as maintenance manuals, as built drawings, operational standards etc.) to the facility management team lead and follow up through the warranty stage.


•    Establishes and maintains a network of relationships to influence decision making affecting project outcomes by:

•   Understanding client issues and requirements through ongoing client relationship management.
•   Maintaining contact with industry leaders and others to keep up to date on current issues and trends within the industry.
•    Once the construction stage is complete, provide all operational information (such as maintenance manuals, as built drawings, operational standards etc.) to the facility management team lead and follow up through the warranty stage.
•    Ensuring appropriate communication strategies are established and processes are followed.

•  Provides leadership and direction to a project delivery team by:

•   Establishing goals and objectives for team members and monitor and evaluate the achievement of goals.

The successful candidate will have:
•    Effective communication skills (verbal, non-verbal and written).
•    Effective interpersonal and project management skills.
•    Proven skills in problem solving, decision making, conflict resolution and mediation.
•    Political knowledge to work with senior management in municipal and provincial governments, and understands the political world related to communications strategies and approval processes.

Qualifications

Required:
•    University degree in Architecture, Engineering, Architectural Technology
•    Six years of directly related experience
•    Valid Class 5 driver’s license

Equivalency: Related experience or education (e.g. related diploma) may be considered as an equivalency on a one for one basis.

Assets: 
•    Construction Contract Administrator Certification or Project Management Certification
•    Extensive project management experience with the delivery (planning, design, construction, and commissioning) of building capital projects.
•    Contract management experience
•    Experience managing interdisciplinary teams and resources, and a diverse portfolio of building projects
•    Membership in good standing with AAA, APEGGA or ASET
•    Broad current knowledge of design and construction processes to enable knowledgeable discussions with architects, engineers and general contractors
•    In-depth knowledge of design and construction and business knowledge to manage competing interests to ensure quality facilities are built and quality results are delivered from project and programs under his/her control

A valid Class 5 Driver’s Licence is required for this position.

 

Required Travel: 25 – 50%
