The Department of Health implements the Government of Alberta's vision and strategic direction for health. It is responsible for the overall design, strategic policy direction, legislation and monitoring of the health system's quality and performance. In this role the department ensures the health system is delivering quality in terms of health outcomes, including patient experience and value for public investment.

 

The Continuing Care Division provides leadership in monitoring, assessing, and improving Alberta's continuing care sector, which includes continuing care homes (Type A, Type B, and Type C), supportive living accommodations, and home and community care. The division oversees legislation, regulations, and policies while administering the licensing and compliance monitoring programs to ensure services meet provincial standards and legislative requirements.

 

The Licensing and Compliance Monitoring Branch is responsible for licensing continuing care accommodations, inspecting care services, and investigating complaints and incidents. The branch's unannounced, risk-based inspections are designed to enforce compliance and ensure Albertans receive safe, client-centred care.

 

Key units in the branch include:

  • Continuing Care Home Inspection Program: Focuses on comprehensive compliance monitoring for continuing care homes, ensuring facilities adhere to legislative requirements including the accommodation standards and continuing care healthcare services standards (CCHSS).
  • Home and Community Care Inspection Program: Focuses on comprehensive compliance monitoring for home and community care services, ensuring providers adhere to legislative requirements including the CCHSS.

 

These programs collaborate with stakeholders to develop policies and best practices that drive continuous improvement in care services for Albertans.

Role Responsibilities

Are you passionate about ensuring high-quality care for Albertans in continuing care settings? As a Health Compliance Officer (HCO), you will play a critical role in monitoring and enforcing compliance with the Continuing Care Act, its regulations, and associated standards. In this position, you will conduct thorough on-site inspections, audits, and investigations to ensure that home and community care providers and continuing care homes comply with provincial standards, ensuring the health, safety, and well-being of clients.

 

Key responsibilities include:

  1. Conducting risk-based audits and on-site inspections to assess compliance with the CCHSS and/or Accommodation Standards in publicly funded continuing care settings.
  2. Investigating complaints and incidents reported by clients, families, and service providers, reviewing non-compliance issues related to CCHSS and Accommodation standards, and ensuring appropriate corrective actions are taken.
  3. Ensuring compliance with "Duty to Notify" reporting requirements, reviewing incidents such as serious harm, damage, or activation of contingency plans.
  4. Provide clinical and professional expertise on IPC and continuing care standards, supporting compliance monitoring, quality assurance, and risk management practices to ensure the safety and care of residents in publicly funded continuing care programs.
  5. Preparing detailed reports with evidence-based recommendations for corrective actions following inspections, audits, and investigations.
  6. Providing guidance and technical expertise on regulatory requirements to service providers and compliance teams, helping them meet their legal obligations and improve care delivery.

 

You will be working within the Home and Community Care Inspection Program (HCCIP) or Continuing Care Home Inspection Program (CCHIP), and this recruitment pool will be used for several vacant positions across both units. Qualifications

Required:
Continuing Care Home Inspection Program:

  • A university degree in Nursing with a minimum of 4 years of relevant experience in home and community care, continuing care, or case management, or a master’s degree related to the position assignment and three (3) years of related experience, or a minimum of 6 years of related experience with a diploma in nursing.

Home and Community Care Program:

  • A university degree in health related field (Nursing or Social Work) with a minimum of 4 years of relevant experience in home and community care, continuing care, or case management, or a master’s degree related to the position assignment and three (3) years of related experience, or a minimum of 6 years of related experience with a diploma in nursing, social work, or a related field.

           Note: Only Social Workers with clinical experience can apply for this job.

  • Must be a regulated member of the appropriate college as required by the Health Professions Act.
  • A valid driver’s license with the ability to travel across Alberta as required for site inspections and audits.

 

Preference:

  • Minimum of 6 years of clinical work experience in healthcare, preferably in compliance monitoring, regulatory enforcement, investigation, or quality assurance.
  • Strong understanding of continuing care and accommodation standards, relevant legislation (e.g., Continuing Care Act), and regulatory frameworks in Alberta.
  • Ability to apply and interpret legislation such as the Health Information Act, Protection for Persons in Care Act, the Public Health Act, and IPC standards.
  • Proven experience in managing, leading, or contributing as a crucial member in compliance-related projects, inspections, investigations, accreditation, or audits.
  • Strong written and verbal communication skills, with experience in engaging a wide range of stakeholders, including service providers, clients, and government entities.
  • Demonstrated ability to lead quality assurance projects and act as an educator or mentor to service providers or team members, fostering compliance and continuous improvement.

 

Assets:

  • An advanced degree or certification in Gerontology, Geriatric, Social Work, Public Health, Health Administration, or a related field.
  • Certification or completion of courses such as Foundations of Administrative Justice or National Certified Investigator and Inspector (or an equivalent program).
  • Certification in Infection Prevention and Control (IPC) or similar relevant certifications.
  • In-depth knowledge of Alberta’s healthcare delivery system, particularly in continuing care settings.
  • Experience working in environments where complaint resolution, administrative fairness, and natural justice principles are applied.

Notes

This competition is for a pool recruitment to fill several vacant temporary and permanent positions across the Home and Community Care Inspection Program, the Continuing Care Home Inspection Program, and the Investigation Unit.

 

Candidates will undergo several screening/selection processes, including but not limited to pre-screening for eligibility, credentials verification (Reference check/Criminal Record Check and/or Academic), security screening, written assessments, and interviews.

 

Hours of Work: 36.25 hours per week (full-time) - Monday to Friday.

 

Travel: Approximately 80% of the position involves travel, with about 50% of that requiring overnight stays. The ability to travel throughout the province is essential, and occasionally, travel may be required on short notice. Occasional evening and weekend work and travel may be required.

 

Location: The Licensing and Compliance Monitoring Branch (LCMB) is hiring a provincial team with offices in Calgary, Edmonton, and Red Deer.

 

For temporary positions, some end on March 31, 2026, while others end on March 31, 2028.
