Treasury Board and Finance, Edmonton – Treasury and Risk Management (TRM)
Treasury and Risk Management (TRM) is responsible for managing the government's cash resources, borrowing programs, financial risk management, liquidity and banking activities. The division provides investment policy advice and portfolio planning and evaluates the investment performance of government investments, including the Alberta Heritage Savings Trust Fund. TRM, on behalf of the province, is responsible for administering the program that provide loans to local authorities for capital projects. TRM assists in the identification, measurement and control of the risks of accidental loss to government.

Role Responsibilities
Shape Alberta’s investment strategy and strengthen oversight across billions in public assets.
Are you passionate about governance, capital markets, and investment performance? As the Senior Manager, Portfolio Analysis & Research, you’ll be at the center of how Alberta monitors, reports, and evolves its investment portfolio. From the Alberta Heritage Savings Trust Fund to endowment and Crown-managed investments, your leadership will ensure accountability, transparency, and performance in line with Albertans’ expectations.
This is a high-impact role requiring strategic thinking, strong financial acumen, and excellent stakeholder engagement. You will collaborate with entities such as AIMCo, the Heritage Fund Opportunities Corporation (HFOC), and standing committees to inform policy, review investment outcomes, and ensure effective governance practices.
• Support the development of high-level investment objectives and provide oversight on performance and cost efficiency, ensuring
that Crown-managed portfolios are governed in alignment with these objectives and deliver long-term value for money in
accordance with the province’s strategic outcomes.
• Translate investment objectives into measurable performance indicators by analyzing the investment policies developed by Crown
corporations, and report back to the department, Minister, and legislative committees on how portfolios are performing relative to
those objectives.
• Provide strategic oversight of investment-related policies including cost effectiveness, responsible investing, leverage and
derivatives usage, and income forecasting.
• Liaise with internal and external partners including AIMCo, HFOC, and government ministries to align investment activities with
fiscal planning and governance requirements.
• Oversee the preparation of quarterly and annual Alberta Heritage Savings Trust Fund reports, including standing committee
presentations and public-facing reporting.
• Analyze complex policy issues related to delegated investment authorities and advise on improvements to governance frameworks.
• Advocate for portfolio performance improvements through data synthesis, benchmarking, and strategic recommendations.

role is to enforce positive outcomes on behalf of the ultimate beneficiaries.

Developing networks between key stakeholders, and a network of other professionals is key to understanding and the development
of policy solutions.
• Building Collaborative Environment - The role requires consistent interaction between groups internal to government and
external
to government. Leading cross-functional collaboration is imperative for achieving outcomes.
• Develop Self and Others – The investment management industry is always rapidly changing and developing. Staying up to date
with trends and best practices is required, making professional development an essential aspect of the role.
Qualifications
University degree in Business, Finance, Economics, or related discipline plus a minimum of 6 years extensive experience in governance, investment oversight, or capital markets. Demonstrated experience in portfolio construction, debt capital markets, and/or treasury operations. Strong track record in investment manager due diligence, data analysis, and financial modeling.
Candidates with relevant professional designations such as CFA, FRM, and CAIA are preferred.
The following are considered assets:
• Deep understanding of institutional investing, asset owner benchmarking, and fund governance practices.
• Experience preparing reports and presentations for senior government committees and diverse stakeholders.
• Strong ability to communicate complex investment concepts to both technical and non-technical audiences.
• Proven success in developing networks across government departments, Crown corporations, and investment entities.
• Familiarity with the Alberta Heritage Savings Trust Fund, Crown pension plans, endowment funds, and public sector accountability frameworks.
