Treasury Board and Finance, Edmonton – Provincial Bargaining and  Compensation Office (PBCO)

The Provincial Bargaining Compensation Office is looking for a Senior Research Analyst to join our high-performing team that will stretch your creative problem-solving skills, empower you to lead exciting projects, and rely on your results to make high-impact decisions.

The Senior Research Analyst provides expert advice and leadership with respect to the development, maintenance and dissemination of economic and labour market analytics, particularly in support of bargaining mandates and arbitration submissions. To be successful in this role, you must have strong data management and data analysis skills, along with excellent interpersonal, written, and verbal communication skills, and a unique ability to communicate complex ideas using simple and straightforward language. You must be self-motivated, well organized and fully capable of leading multiple complex projects.

Key responsibilities include leading the development and maintenance of the divisional database and subsequent information products, conducting labour relations research and providing expert economic, statistical and labour market analysis. Knowledge of economic theory and labour relations, the ability to quickly and accurately analyze data as well as a keen eye for detail is essential for success in the role.

As well as having outstanding technical ability, the ideal candidate will be an enthusiastic self-starter, with a voracious appetite for learning and mastering new skills as well as the ability provide well-researched recommendations in support of mandate development. A good understanding of labour/industrial relations and the collective bargaining process is considered an asset.

Qualifications

University graduation in a related field (Economics, Statistics) plus 4 years progressively responsible related experience in economic and statistical data as well as research and policy analysis and development is required.  Expert user of Microsoft Office, particularly Microsoft Excel (including Macros, Pivot Charts and Advanced Formulas) is required. Knowledge of database architecture and experience in maintaining databases and generating informational products. (Such as charts, visualizations, macros and dashboards) is required.

Equivalency: Directly related education or experience considered on the basis of: 
1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.

Knowledge of the Alberta economy, key industries, trends and developments as well as knowledge of the Alberta industrial relations system, particularly as it applies to the broad public sector as well as knowledge of collective agreements' structure and function are considered assets. Additionally, excellent verbal and written communication skills and strong critical thinking skills are essential for success in this role.

Knowledge and/or experience conducting economic research using statistical or econometric software (e.g., python, R or SAS) is considered an asset.
