Role Responsibilities

Operating within the Primary Care System Oversight Branch of the Primary and Preventative Health Care Division, the Senior Program Advisor position plays a pivotal role in informing strategic decisions by developing evaluation frameworks, performance monitoring systems, and evidence-based recommendations for senior Ministry leadership and the Deputy Minister. The Senior Program Advisor is a subject matter expert responsible for guiding the design, implementation, and continuous refinement of performance measurement and evaluation in support of high-profile initiatives, such as Modernizing Alberta’s Primary Health Care System (MAPS) and System Refocusing initiatives.

 

The incumbent is relied upon to work independently and demonstrate strong political acumen, systems thinking, and a commitment to fostering a culture of evidence-informed practice. The incumbent must demonstrate expertise in selecting meaningful indicators, designing robust methodologies, and translating complex data into actionable recommendations.

 

Primary responsibilities of the role include:

  • Leading and coordinating the development and implementation of evaluation frameworks, reporting on the performance of the MAPS initiative, and the primary health care system in Alberta
  • Maintaining a leadership role in issues related to performance measurement, monitoring, and evaluation
  • Leading the completion of responses to Action Requests, briefings, information requests and participating in branch planning and reporting

Qualifications

Minimum Recruitment Standards

  • University graduation in Public Administration, Public Health, Social Science (or a related field) plus 4 years progressively responsible related experience; or equivalent as described below.
    • Equivalency: Directly related education or experience considered on the basis of:
      • 1 year of education for 1 year of experience; or
      • 1 year of experience for 1 year of education.


Assets

  • Proficiency with Excel, SAS, and other statistical programs
  • In-depth knowledge of the Alberta health system, current primary health care policy direction, trends, and strategies
  • Project management experience, including stakeholder engagement and participation on working groups and committees
  • Awareness of theory and practice of quantitative and qualitative system analysis techniques
  • Knowledge of government and ministry human and financial management processes, contract management, policy planning and research policies, processes, and standards
