The Ministry of Hospital and Surgical Health Services is leading the transformation of Alberta’s acute care system through the creation of Acute Care Alberta, a new provincial health agency that will coordinate services across Cancer Care Alberta, Give Life Alberta, and the Emergency Health Services Corporation. These organizations work together to enhance accountability, improve coordination, and ensure timely access to high-quality care for all Albertans. The ministry is also implementing key recommendations from the Alberta EMS Provincial Advisory Committee to better support paramedics and build a more sustainable emergency health services system for the future.

This position resides in the Ministry of Hospital & Surgical Health Services, under the Strategic Services and Procurement Division. The Procurement Strategic Services Unit under the Strategic Health Innovation and Procurement Branch provides strategic procurement leadership, governance, policy, compliance, and advisory services to support complex procurement activities across Alberta's health system. The unit works collaboratively with business areas, Health Shared Services (HSS), legal partners, and other stakeholders to strengthen procurement governance, enhance oversight and accountability, support informed decision-making, and promote consistent, transparent, and risk-informed procurement practices. Through strategic advisory services, governance frameworks, policy development, stakeholder engagement, training, compliance monitoring, and the coordination of complex procurement initiatives, the unit supports procurement excellence and alignment with organizational, legislative, and policy requirements.

Role Responsibilities

As Senior Procurement Advisor, you will shape and strengthen procurement governance. Reporting to the Manager, Procurement Governance and Policy, the Senior Procurement Advisor provides strategic leadership and expert advice to support the development, implementation, and continuous improvement of procurement governance frameworks, policies, standards, and processes. This role promotes accountable, transparent, and consistent procurement practices that align with legislative, regulatory, trade agreement, and organizational requirements.

Working collaboratively with procurement teams, business areas, legal, risk, compliance, and audit partners, the Advisor leads policy and governance initiatives, supports procurement modernization efforts, and drives process improvements that enhance oversight and organizational effectiveness. The position also contributes to governance reviews, risk assessments, audits, and change management initiatives by identifying opportunities to strengthen controls, mitigate risks, and support continuous improvement.

Qualifications

Program Services 4 Requirements:

University graduation in a related field ( e.g: Business or Public Administration, Supply Chain Management, or Procurement Governance and Policy) plus 4 years progressively responsible experience in public sector procurement.

Equivalencies: Directly related experience or education considered on the basis of:   
 
•    1 year of education for 1 year of experience; or
•    1 year of experience for 1 year of education

Preferences:

•    Developed and maintained procurement governance frameworks, policies, standards, and guidance.
•    Provided procurement governance and policy advice in complex public-sector environments.
•    Interpreted and applied procurement legislation, trade agreements, policies, and directives.
•    Conducted research, analysis, and environmental scans to support policy development.
•    Prepared briefing notes, reports, and recommendations for senior leadership.
•    Led stakeholder engagement and collaboration on procurement governance initiatives.
•    Supported procurement risk management frameworks, governance reviews, and assessments.
•    Developed tools, templates, and standards to promote consistent procurement practices.
•    Managed multiple projects and priorities involving diverse stakeholder groups.
•    Supported change management, implementation planning, and organizational readiness efforts.
