The Provincial Bargaining and Compensation Office (PBCO) is the recognized leader in the translation of government's economic and fiscal position into responsible bargaining and compensation directives that balance public sector employer autonomy and government's accountability for fiscal oversight. The office is responsible for government's strategic leadership and cross-sectoral coordination with respect to union and non-union compensation research and analysis, negotiations and other labour relations and compensation matters, while providing public sector employers with collective bargaining and non-union compensation directives.
PBCO's core functions and services include:
• bargaining directives and negotiations for unionized staff,
• oversight and administration of non-union and out of scope compensation for applicable public sector agencies,
• applied economic labour analysis,
• compensation research and data analytics,
• strategic negotiation planning and arbitration support,
• labour relations advice to internal and external stakeholders, and
• coordination of cross-government communications strategy for public sector bargaining.
PBCO's core functions have traditionally been centered on the preparation, approval, dissemination, and assurance of bargaining directives. Bargaining directives cover all public sectors, including Health, Advanced Education, K-12 Education, and Agencies, Boards and Commissions (ABCs). PBCO also provides support for negotiations with the Alberta Medical Association and compensation for Provincial Judges, Justices of the Peace, and Resident Physicians.
In April 2022, PBCO assumed responsibility for the oversight of non-union and out of scope public sector compensation for public agencies under the Reforms of Agencies, Boards and Commissions Compensation Act (RABCCA) and corresponding regulations. The expanded role for PBCO includes compensation oversight for public agency positions including Chief Executive Officers (CEOs), executives, management, opted-out, excluded and non-unionized staff.

Role Responsibilities
You will serve as a key team member for the Government of Alberta, coordinating and leading labour relations advice across the public sector; directly in support of Post Secondary Institutions (PSIs), the Teachers’ Employer Bargaining Association (TEBA), various Agencies, Boards, and Commissions (ABCs), and key Education/HealthCare stakeholders. You will be an integrated team member of Provincial Bargaining and Compensation Office and will add to the division’s depth as a leader and trusted voice in strategic labour relations.
You will inform mandate development and compliance, support active bargaining, and lead implementation, interpretation, and administration of collective agreements. You will be heavily relied upon to provide evidence-based advice, so advanced research and analysis skills are a must. You will demonstrate your superior communications and writing ability when facilitating and ensuring effective labour relations outcomes.
Your primary assignment will be working collaboratively with across a wide range of bargaining units and collective agreements.

Qualifications
A related degree such as Business Administration or Commerce with a minimum of 7 years of progressively responsible and related experience in government policy, labour relations, human resources, or employee relations. Combinations of education and experience may be considered.
Experience in supporting labour relations functions, in complex, multi-employer and multi-union environments would be considered a significant asset. Of specific interest is experience gained through active participation and/or leadership of collective bargaining.
It is essential that you have a proven track-record of managing complex issues, resolving disparate or conflicting stakeholder interests and building effective relationships with internal and external partners.
