Treasury Board and Finance – Treasury Board and Finance (TBF) is responsible for budget planning, financial management and economic analysis, as well as administration of tax and revenue programs.
Treasury Operations
The Treasury Operations branch supports the province’s borrowing, banking, and cash management functions. It plays a key role in managing government debt, investment funds, and loans to local authorities for capital projects.
The branch ensures the accurate documentation and settlement of financial transactions, including bond issuances and interest payments. It also administers debt and financial risk programs, ensuring compliance with public disclosure requirements for domestic and international borrowing.
Treasury Operations manages the government’s banking relationships and cash concentration system to enable efficient collections and payments. The team actively forecasts cash flows to ensure the province can meet its financial obligations.
The branch also adjudicates, administers, and monitors loans to municipalities, post-secondary institutions, and other local authorities.

Role Responsibilities
Be the financial steward behind Alberta’s critical public infrastructure—administering over $14 billion in loans and guiding $1 billion in annual disbursements to municipalities, health, education, and airport authorities.
Reporting to the Director, the Senior Loans Officer leads the administration of the Loans to Local Authorities Program. You’ll ensure that capital financing requests comply with legislative requirements and policy guidelines, safeguard public funds, and support the province’s fiscal stability. As the primary liaison for borrowers, you’ll deliver expert guidance, manage complex financial documentation, and uphold the integrity of one of Alberta’s largest government loan portfolios.
You will review and assess loan applications—conducting detailed due diligence on borrowing limits, audited statements, collateral security, and regulatory parameters. You’ll prepare and manage loan budget forecasts, payment files, and external reporting for stakeholders such as Statistics Canada and the Auditor General. By flagging high-risk requests and recommending mitigation strategies, you’ll help shape prudent lending practices. You will also maintain stakeholder communications through the program website, evaluate lending policies for emerging risks, and apply professional judgment to resolve unique cases.
In this role, you’ll play an essential part in Alberta’s economic infrastructure, influencing the availability of capital for critical community projects. You’ll expand your expertise in public-sector lending, regulatory compliance, and risk management while collaborating with municipal finance officers, program staff, and legal counsel. Qualifications
A university degree in Finance, Economics, Business Administration, Public Administration, or a related field plus at least four (4) years of professional experience as a Loans Officer or in a comparable lending role. Demonstrated expertise in loan processing, credit assessment, and collateral verification. Proven ability to interpret and apply legislative requirements and policy guidelines. Strong skills in financial documentation, budget forecasting, and stakeholder reporting.
The following are considered assets:
- Experience administering large-scale public-sector loan programs.
- Familiarity with municipal, health, education, or airport authority financing needs.
- Knowledge of financial risk assessment and mitigation strategies.
- Proficiency with ERP/financial systems (e.g., SAP, Oracle) and advanced spreadsheet modeling.
- Understanding of Alberta’s regulatory frameworks and lending policies.
- Exceptional communication skills and customer-service orientation.
