A recovery-oriented system of care is a coordinated network of personalized, community-based services for people at risk of or experiencing addiction and mental health challenges. It provides access to a full continuum of services and supports, from prevention and intervention to treatment and recovery. Role Responsibilities
The Regulatory Officer role exists to protect Albertans affected by the deadly disease of addiction by engaging in timely compliance and monitoring through education and enforcement of governing legislation, including the Mental Health Services Act (MHSPA), the Mental Health Services Regulation (MHSPR), and associated standards. Compliance is monitored and remedial action is encouraged through inspections, investigations, inspector orders, administrative penalties, and other measures using a firm, fair, and flexible framework. Acting as the Ministry’s front-line representative, you will collaborate with service providers, stakeholders, and other authorities to address risks, resolve complaints, and uphold legislative requirements. This position reports to the Manager of the Compliance and Monitoring Unit within the Regulatory Compliance and Data Stewardship Branch and plays a critical role in shaping Alberta’s proactive response to addiction. This role will be responsible for:
Compliance & Enforcement:
•Administer delegated authority under MHSPA and MHSPR.
•Monitor compliance of service providers delivering residential addiction treatment (RAT) services and assist in oversight of Supervised Consumption Services (SCS), Narcotic Transition Services (NTS), and Psychedelic Drug Treatment Services (PDTS).
•Lead inspections for new and existing facilities; identify deficiencies, negotiate timelines for compliance, and issue inspector orders.
•Recommend administrative penalties and lead investigations into unlicensed operations, applying enforcement actions as required.
•Receive and review licensing applications, determine requirements, and consult with prospective service providers on processes and standards.
Stakeholder Engagement & Education:
•Develop and maintain collaborative relationships with service providers, stakeholders, and collateral authorities.
•Provide education and guidance on compliance, legislation, and standards to service providers and the public.
•Liaise with other government departments to coordinate inspections, reduce administrative burden, and resolve complex cases.
Investigations & Reporting:
•Respond to complaints and allegations of non-compliance, conduct investigations, and prepare comprehensive reports outlining findings and recommendations.
•Collect evidence through documentation review, interviews, and site visits to ensure administratively fair decisions.
•Assist in legal processes including appeals, warrants, and fatality inquiries.
Continuous Improvement & Leadership:
•Contribute to policy updates, process improvements, and development of new compliance programs.
•Identify trends and emerging issues, provide feedback to leadership, and participate in committees and working groups.
•Support orientation and training of new staff, including safety protocols and SOP guidance.
•Promote quality assurance and continuous improvement with service providers.

Analysis, Communication, Community & Professional Conduct:
•Prepare inspection and investigation reports, briefing notes, and action requests for executive decision-making.
•Interpret legislation and provide guidance to internal and external stakeholders.
•Share insights on trends and barriers to inform future policy and program development.
•Build positive relationships with stakeholders and represent the Ministry with professionalism and integrity.
•Communicate updates on compliance initiatives and maintain sensitivity in controversial situations.
•Adhere to privacy legislation and ensure protection of personal and health information.

Qualifications
University graduation in Public Safety, Justice, Law Enforcement, Addictions and Mental Health or a related field, plus 2 years progressively responsible related experience; or equivalent as described below.
Equivalency:
Directly related education or experience may be considered on the basis of:
•1 year of education for 1 year of experience; or
•1 year of experience for 1 year of education.

Assets:
•Experience in a regulatory environment, including enforcement action.
•Experience or knowledge of the MHSPA, MHSPR, standards, governing philosophies, FOIP, establishing protocols and other legislation including, but not limited to the Mental Health Act, Protection for Persons in Care Act, and the Health Information Act.
•Background working within addiction and/or mental health programs or services.
