Role Responsibilities

Reporting to the Director, Health Service Planning, the Health Service Planning Manager is responsible for leading, developing, implementing, and evaluating complex strategic initiatives related to health service planning within the scope of legislative and government/department policy. The position provides leadership and support on key initiatives, including the development of integrated health service plans that respond to population health needs and align with the PPHS’ mandate and government priorities. Initiatives are designed to ensure coordination and integration with the provincial health agencies (PHAs), health service providers, other divisions within PPHS, and relevant ministries.

The Manager System Planning oversees the team’s operations and leads or participates in cross-ministry, departmental, PHA, and external stakeholder teams. The role collaborates with executive and senior management across PPHS, other ministries, PHAs, and service providers to advance the objectives of the Integrated Health Service Planning Branch and support Alberta’s health system transformation.

Responsibilities:
•    Oversee the development and implementation of integrated health service plans and other branch priorities, ensuring alignment with population health needs, service needs, and Government of Alberta’s mandates.
•    Provide timely and strategic feedback on staff deliverables, including Minister/Deputy meeting materials, briefings, and presentations, ensuring content addresses requests with a health service planning perspective.
•    Ensure health service planning projects are fully scoped and planned, with clear objectives and expectations communicated to all participants, PHAs, service providers, stakeholders, and external consultants as required.
•    Develop and maintain effective and collaborative relationships with PHAs, service providers, other ministries, external consultants, and key stakeholders to achieve consensus on health service initiatives that support government objectives and mandates.
•    Support issues management and communications on a broad range of health service planning topics, clearly articulating complex issues and perspectives to diverse audiences.
•    Develop and implement operational plans that align with branch and departmental priorities, monitoring work assignments to ensure timely delivery of health service planning initiatives.
•    Monitor and evaluate project deliverables and impacts against goals, implementing mitigation strategies as required to address risks or gaps in service planning.
•    Provide effective leadership and direction, overseeing projects and assignments within the team, including coordination with external consultants when necessary, to ensure high-quality outcomes.
•    Foster a positive team environment that encourages staff engagement, holistic thinking, and strategic consideration of how team functions contribute to current and future health service planning priorities

Qualifications

University graduation in health administration, health sciences, business, public administration, or a related field. A minimum of four years of progressively responsible experience in health service planning, healthcare operations, program and policy development, complex project management, program evaluation, and operational planning is required. Direct experience within healthcare service delivery environments and a strong understanding of healthcare operations, service design, and system performance are highly desirable.

Assets

•    Knowledge of health care infrastructure/delivery/operations/systems, and the ability to search out creative solutions to complex and challenging problems.
•    Knowledge of legislation relating to the delivery of health services in Alberta and broad constitutional and legislative matters.
•    Ability to lead with a focus on strategy, service, and project management (governance, planning, execution, reporting, monitoring, and evaluation).
•    Experience in managing the development of, and providing feedback on briefing and presentation materials, including Minister/ Deputy Minister meeting materials and decision briefing notes.
•    Experience in managing or coaching a team with a diverse and technical skill set.
