This position resides in the Ministry of Hospitals & Surgical Health Services under the Strategic Services and Procurement Division, Strategic Policy and Initiatives Branch.
Role Responsibilities
The Ministry of Hospitals & Surgical Health Services (HSHS) is seeking a highly skilled and strategic Manager, Legislative Services and Agency Governance to lead the development, coordination, and implementation of key legislative and governance initiatives. Reporting to the Director, Policy and Legislative Services (PALS), this role provides expert legislative advice, oversees agency governance frameworks, and manages official records stewardship across the ministry.

Role Overview
The Manager, Legislative Services is responsible for:
Legislative Development & Planning
- Leading and managing the ministry’s non program specific legislative agenda.
- Providing expert legislative, technical, and process advice to support policy development.
- Conducting legislative research and identifying risks, gaps, and strategic opportunities.
- Translating policy direction into effective legislative language, including Acts, regulations, Ministerial Orders, and Orders in Council.
- Coordinating legislative projects, collaborating with internal teams, Legislative Counsel Office (LCO), Legal Services, Executive Council, and other ministries.
- Supporting business planning processes by advising on legislative requirements, timelines, authorities, and stakeholder engagement.
- Monitoring existing legislation to ensure alignment with government direction, programs, and emerging needs.
- Consolidating and preparing legislative and regulatory plans, reports, and submissions for executive decision making.
- Serving as ministry liaison to King’s Printer.
Agency Governance
- Leading governance accountability and advisory supports for HSHS agencies, boards, and commissions (ABCs).
- Developing governance frameworks, training materials, and processes to strengthen oversight and compliance.
- Managing ongoing engagement with agency contacts and supporting effective governance practices.
- Monitoring compliance with APAGA, COIA, codes of conduct, and mandate reviews.
- Leading Mandate and Roles Document (MRD) reviews and supporting seven‑year mandate and operations reviews.
- Managing the ministry’s responsibilities under the Public Sector Compensation Transparency Act (PSCTA).
- Providing expert governance advice to senior officials and preparing briefings, agendas, and legislative documentation.
Agency Appointments
- Leading the full appointment cycle for public agencies.
- Coordinating with PAS, HLT, program areas, and executive offices to ensure accuracy and legislative compliance.
- Ensuring board composition aligns with legislative requirements and competency needs.
Records Management
- Overseeing stewardship of official ministry records, including Ministerial Orders, Directives, appointments, and legislative documentation.
- Managing numbering, tracking, and secure storage of all official documents.
- Developing and maintaining systems to ensure records integrity, security, and accessibility.

- Leading, coaching, and mentoring staff, fostering a culture of collaboration, engagement, and innovation.
- Completing performance management and supporting recruitment for direct reports.
- Working cross‑ministry to coordinate legislative and governance activities.
- Supporting branch leadership and serving as Acting Director when required.

Qualifications
Education and Experience
University graduation in a field related to the position assignment (Public Administration, Public Policy, Political Science, Social Sciences), supplemented by four (4) years related experience in legislative development, policy analysis, or government process management. Related experience or education may be considered as an equivalency on a one for one basis. Minimum recruitment standards outline the minimum education and experience required for appointment to a job classification.
Required
- Strong knowledge of Alberta’s legislative process, including Acts, regulations, and Orders in Council.
- Experience managing complex, multi‑stakeholder legislative projects.
Assets:
- Experience with public sector governance frameworks, especially APAGA or similar legislation.
- Knowledge of agency governance and appointment processes.
- Experience leading teams in a fast paced, high stakes environment.
- Strong communication, negotiation, and relationship building abilities.
