Role Responsibilities

The Ministry of Mental, Health and Addictions is looking for two dynamic Managers to join their team in supporting the Ministry.

Manager Capital Planning leads a team that is responsible for implementation of capital initiatives in support of ministry and Government of Alberta (GoA) goals and priorities for the addiction and mental health system. Responsibilities include coordination and engagement in the capital planning process (i.e., Needs Assessment, Clinical Service Plans, Business Case, budget submissions) and monitoring approved capital grants. This includes providing consolidated inputs into the Ministry's capital plan, development of decision documents required for Treasury Board, the Deputy Minister Capital Committee, and Cabinet consideration, and managing consultants to support capital infrastructure development.

Manager Capital Projects leads a team that is responsible for implementation of capital initiatives in support of ministry and Government of Alberta (GoA) goals and priorities for the addiction and mental health system. Responsibilities focus on delivering approved capital projects, typically led by Alberta Infrastructure, from planning phase to construction and subsequently to hand-over to operations. This includes providing consolidated inputs into design of facilities from both a technical and program-focused perspective.

Responsibilities for both positions include: 

  • Leading grant and contract management related to capital initiatives and consulting services.
  • Developing high-quality decision documents including Requests for Decision and Minister’s briefings.
  • Providing expert advice on capital project delivery policies, procedures, and frameworks.
  • Providing strategic input into capital planning, proposal evaluation, and project prioritization.
  • Managing consultants supporting capital planning and delivery activities.
  • Monitoring approved capital projects and ensuring alignment from planning through handover to operations.
  • Building and maintaining strong relationships with Health Ministries, Infrastructure, Recovery Alberta, Health Shared Services, Indigenous partners, service providers, and community stakeholders.
  • Leading and mentoring a professional team to support ministry and government priorities.
  • Developing internal standard operating procedures and processes related to capital planning, project administration and reporting.

Qualifications

University degree in Engineering, Architecture, Construction Administration, Health Sciences, or related field with a minimum of four (4) years of progressively responsible experience related to the role; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

Required experience:

  • Experience in capital planning, capital project delivery, infrastructure development, or a closely related field.
  • Demonstrated experience working within complex, multi-stakeholder environments, ideally in the public or broader health sector.
  • Experience preparing briefings, decision materials, and recommendations for senior leadership.
  • Proven people leadership experience or responsibility for leading teams, projects, or work units.

Assets:

  • Experience working with or knowledge of Government of Alberta capital planning processes and governance frameworks.
  • Exposure to mental health, addiction, or broader health system capital initiatives.
  • Knowledge of GoA capital legislation, policies, or Treasury Board processes.
  • Experience in the planning, design, or delivery of health care facilities.
  • Professional designation or training related to project management, planning, finance, or infrastructure (e.g., PEng, PMP or equivalent).

  • Hours of Work:
  • 36.25 hours per week (Full-time) 
  • 8:15am – 4:30pm, Monday to Friday
  • This role requires flexibility to work evenings and weekends.
  • Two permanent positions.
