It provides access to a full continuum of services and supports, from prevention and intervention to treatment and recovery. Role Responsibilities

We’re looking for a forward-thinking, strategic leader to join us as Manager, Capital Projects. In this impactful role, you’ll lead a dynamic team driving the planning and delivery of capital projects that directly support the Government of Alberta’s priorities. From early-stage concept development through to construction and operational handover, you’ll help bring vital mental health and addiction care infrastructure to life, ensuring facilities are innovative, effective, and aligned with the needs of Albertans.

Key Responsibilities:

Capital Planning Coordination

  • Lead capital planning activities (e.g., needs assessments, business cases).
  • Engage stakeholders to ensure planning meets program needs.
  • Provide input into facility design from a program and technical lens.
  • Lead steering committees and planning meetings with stakeholders.
  • Oversee consultants developing planning documents.
  • Prepare briefing notes and decision-making materials.

Capital Project Monitoring

  • Track project progress and timelines.
  • Identify and manage risks and issues.
  • Provide regular status updates to senior leaders.
  • Ensure projects follow government standards and policies.
  • Analyze impacts on scope, budget, and schedule.
  • Recommend budget adjustments when needed.
  • Support reallocation of capital funding as required.

Grant and Contract Management

  • Develop and manage grants and contracts.
  • Monitor contracts with the funding agreements and milestones.
  • Ensure compliance with financial and reporting requirements.
  • Support procurement processes and contract development.
  • Align contracts with ministry and GoA priorities.

Stakeholder Relationship Management

  • Build strong relationships and promote collaboration with internal and external partners.
  • Represent the ministry on committees and working groups.
  • Lead stakeholder consultations to gather input.
  • Respond to inquiries and coordinate meetings.

Leadership & Strategic Support

  • Supervise and support a high-performing, results-driven team.
  • Lead recruitment, coaching, and performance reviews.
  • Foster a culture of collaboration, innovation, and accountability.
  • Manage team resources and approve key deliverables.
  • Draft briefings, reports, and policy documents for senior leaders.
  • Support alignment of projects with broader ministry goals.
  • Recommend improvements to capital planning processes.

Qualifications

University graduation in Engineering or related field including Business, Health Sciences, Social Sciences, Construction Administration, Public Administration, and 4 years progressively responsible related experience; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

Experience required:

  • In capital planning, property management and facility operations.
  • Project planning, project management and building construction.

The following will be considered assets:

  • Experience working on complex, inter-connected, multi-stakeholder projects.
  • Experience with Government of Alberta and ministry capital planning policies, processes, and documentation
  • Experience working with legislation and priorities related to addiction and mental health.
  • Several years' progressive experience in a related area, preferably in the health sector.
