Treasury Board and Finance, Edmonton – Provincial Bargaining and Coordination Office (PBCO)

Role Responsibilities

Join Alberta’s Labour Relations Research Team and Help Shape Public Sector Bargaining Strategies!
Are you passionate about data-driven decision-making and eager to contribute to long-term public sector strategies? The Provincial Bargaining and Compensation Office (PBCO) is looking for a talented individual to support Labour relations research, analytics, and compensation initiatives that influence public sector bargaining in Alberta. 

As part of the Labour Relations Research, Analytics, and Compensation unit, you will play a key role in providing both quantitative and qualitative research to inform evidence-based bargaining mandates. Reporting to the Manager, you will conduct Labour market research, compensation analysis, track bargaining trends, and provide valuable insights that support public sector bargaining for critical areas such as health, education, and public services. Your work will directly impact decision-making by helping Alberta’s government achieve fiscal goals while maintaining fair and effective bargaining processes.

In this role, you will collaborate with key stakeholders and produce analytical reports to support the preparation of bargaining mandates and submissions. You will also contribute to the maintenance of critical tools and databases, ensuring accurate data collection and reporting.

Roles and Responsibilities  
•    Collective Agreement Analysis: Analyze and compare Alberta’s public sector collective agreements with those across Canada to provide valuable insights for negotiators.
•    Mandate and Material Development: Populate key PBCO products such as employer guides and mandates, ensuring they contain up-to-date and relevant data.
•    Environmental Scanning: Continuously monitor key bargaining events and developments in Labour relations, both within Alberta and across Canada, providing timely updates and analysis.
•    Compensation Survey Support: Assist in the development and maintenance of the Total Compensation Survey, ensuring the accuracy and relevance of data collected from public sector employers.
•    Research and Data Analytics: Support data model development for compensation costing and scenario planning, Labour market analytics, and generate comprehensive reports to assist in Labour relations decision- making. 
•    Stakeholder Collaboration: Work with internal teams and public sector employers to ensure alignment on research and bargaining strategies, contributing to the Government of Alberta’s coordinated approach.

In this dynamic role, you will have the opportunity to directly influence Alberta’s public sector bargaining strategies by providing essential data analysis and research. You’ll engage with a diverse group of stakeholders, contributing to the development of informed and fair bargaining mandates that impact multiple sectors, including health, education, and public services. You will also play a critical part in maintaining and enhancing the tools and processes that support long-term fiscal goals for Alberta. Qualifications

University graduation in a related field such as Human Resources, Business, Political Science, Economics, or a related discipline, plus 2 years progressively responsible related experience in Labour Relations, Compensation Analysis, or Public Sector bargaining is required.  

Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education. 

The following are considered assets:

•    Knowledge of Collective Agreements and how they function is considered an asset.
•    Proficiency in Python, MS Word, Excel (advanced knowledge such as pivot tables and V-Lookups), and other data analysis tools such as Power BI.
•    A proven ability to work with cross-government initiatives and manage multiple projects with limited supervision.
•    Excellent interpersonal, written, and verbal communication skills, with a strong attention to detail and organizational abilities.
•    Knowledge of the political environment and the ability to develop innovative, strategic solutions that align with public sector goals.
