Role Responsibilities

We are looking for a data-driven professional who will take the lead in managing and enhancing the Labour Market Transfer Agreement (LMTA) reporting database. This includes ensuring the database is functional, compliant with internal and federal standards, and capable of supporting high-quality data submissions. The successful candidate will oversee data integrity, monitor submissions for completeness and accuracy, and lead quality assurance efforts in collaboration with data owners and program teams.
The analyst leads quality assurance processes, identifying and resolving data inconsistencies in collaboration with data owners. This role also involves participating in User Acceptance Testing (UAT) for new or updated data systems to ensure accurate data capture. The role also contributing to the development of cross-ministry data standards and collaborative data initiatives.
The Senior Analyst is also responsible for conducting complex data analysis and transforming raw data into meaningful insights tailored to stakeholder needs. This includes advising on data collection, preparing analytics reports and information products for diverse Ministry audiences. The analyst plays a key role in supporting evidence-based decision-making by ensuring that data products are accurate, accessible, and aligned with reporting requirements.
The position also leads and supports strategic evaluation initiatives across the Ministry and with intergovernmental partners. This includes developing evaluation frameworks, logic models, and performance measurement plans, as well as managing internal and contracted evaluation projects. The analyst designs and implements data collection instruments, conducts qualitative and quantitative analysis, and delivers findings in formats suited to various audiences, including reports, briefings, and visual presentations.
Finally, the role requires strong stakeholder engagement and communication skills. The analyst works collaboratively with internal Ministry branches, other Government of Alberta departments, and federal partners such as Employment and Social Development Canada (ESDC). Building and maintaining trust-based relationships is essential to ensure that analytics and evaluation activities are responsive to stakeholder needs and aligned with broader government objectives.

Qualifications
A university degree in statistics, data science, mathematics, or a closely related field is required. A graduate degree is strongly preferred, particularly in disciplines with a strong quantitative or analytical focus.
Related education or experience may be considered as an equivalency on a one-for-one basis.
- A minimum of four years of data analysis and reporting experience, including data quality assurance and monitoring.
- Demonstrated experience in creating and maintaining databases, as well as developing dashboards and other monitoring tools.
- Experience working in collaborative and project based environments.
Key Skills:
- Proficiency in managing large-scale databases, ensuring data integrity, and implementing quality assurance processes.
- Experience with relational databases and data warehousing is essential.
- Strong ability to interpret complex data sets, apply statistical methods, and translate findings into actionable insights.
- Advanced skills in SQL and statistical software such as SAS or R. Familiarity with data visualization tools and dashboard development is an asset.
- Demonstrated ability to manage multiple projects, meet deadlines, and coordinate with diverse stakeholders using project management tools and methodologies.
- Excellent written and verbal communication skills, including the ability to present technical information clearly to non-technical audiences and develop comprehensive reports and briefings.
- Strong interpersonal skills to build and maintain effective working relationships across ministries, with federal partners, and external stakeholders.
- Ability to align analytics and evaluation work with organizational goals, anticipate emerging needs, and adapt to shifting priorities in a dynamic environment.
- Knowledge of evaluation theory and methodologies, including logic models, performance measurement frameworks, and both qualitative and quantitative research methods.

Notes
There is one permanent full-time position, working 36.25 hours, Monday to Friday per week.
Working location is in Edmonton or Calgary.
