Please note: It is anticipated that this position will transition to the new Alberta Sheriffs Police Service at a future date.

Role Responsibilities

Reporting to the Executive Director, People and Organizational Development, the Manager, People Systems & Implementation is responsible for leading and coordinating the design, integration, and continuous improvement of the People operating system across the full workforce lifecycle. This systems focused role translates strategic direction into structured processes, governance frameworks, performance measures, and implementation plans to ensure People services are aligned, structured, clearly governed, technologically enabled, and consistently delivered across the province. The position plays a critical role in establishing disciplined execution, process integrity, and governance alignment, and evidence informed decision making within the People Function, supporting operational readiness and long term public trust in a newly established police service.

Key Responsibilities

•    Lead and coordinate the staged design and implementation of the People operating system, aligning policies, processes, governance structures, service standards, and enabling technologies across the workforce lifecycle.
•    Lead end to end process mapping and integration across recruitment, onboarding, workforce management, development, and transition to ensure clarity, consistency, accountability, and system integrity.
•    Apply Lean management principles to streamline processes, improve service delivery, establish performance indicators, and drive continuous improvement.
•    Support and operationalize People governance frameworks, ensuring alignment with legislation, collective agreements, policy, and operational practice while identifying and mitigating workforce system risks.
•    Develop and maintain integrated workforce data, dashboards, and reporting to support executive decision making and evidence informed planning.
•    Collaborate with IT, functional leaders, and external partners to enable People technology platforms, support modernization efforts, and promote cohesive, service oriented delivery across the province.

Qualifications

A university degree in Project Management, Public Administration, Business Administration, Management Information Systems or any other related field, supplemented by four (4) years of related experience in process design, operational improvement, systems implementation, or program coordination within complex organizational environments.

Directly related education or experience considered on the basis of:

•    one year of education for one year of experience.
•    one year of experience for one year of education.

Required:

•    Demonstrated experience designing, implementing, and improving end to end processes or operating models within complex organizational environments.
•    Experience working with data, reporting, or performance metrics to support process improvement and decision-making.

Assets:

•    Project Management certification or equivalent.  
•    Lean, Six Sigma, or equivalent continuous improvement certifications.
•    Experience working within public sector, regulated or multi-stakeholder organizations.
•    Experience supporting system implementation or digital transformation initiatives.

Notes

•    There is one (1) permanent, full-time, fully in-person position available.
•    Monday to Friday- 8:15am to 4:30pm.
•    Final candidates will be required to undergo a security screening.
•    Valid Class 5 Alberta Driver’s License or equivalent is required.
