The Alberta Serious Incident Response Team (ASIRT) is responsible for investigating serious and sensitive incidents (Level 1) and allegations of statutory offences (Level 2) under the Police Act. These investigations involve events an allegation of a statutory offence not reaching the threshold of a Level 1 investigation.
The Director of Investigations (Level 2) is instrumental in the continued development of the ASIRT and the Police Review Commission program including liaison with Alberta Police agencies on investigations, which fall within ASIRT’s mandate. This position will be responsible for the supervision of an integrated team of experienced police officers and civilian investigators ensuring that ASIRT's investigation best practices are followed.
This position case manages criminal investigations not rising to the threshold of level 1 (serious and sensitive).

Role Responsibilities
Reporting to the Executive Director of ASIRT, as the Director of Investigations (DOI), you will guide and oversee ASIRT's level 2 investigations team and provide advice to the Executive Director on all critical and emerging policy, investigative and risk management issues associated with ASIRT investigations and the broader public security environment. You will also lead the supervision and development of ASIRT's level 2 investigative managers and investigators.
Key Job duties include but are not limited to:
• Overseeing the development of investigative policies and procedures, and providing quality control of the investigative process, disclosure, case management and administrative functions that support ASIRT's investigative process.
• Negotiating with internal and external stakeholders to resolve conflict and reach optimal solutions.
• Providing recommendations to ASIRT's Executive Director concerning the quality and thoroughness of level 2 (allegations of statutory offences) investigations.
• Overseeing the development of ASIRT's contributions to the Police Review Commission's strategic and business plans, and annual report in a manner aligned with government and organizational goals and strategies.
• Participating and leading internal and external committees and working groups, and representing ASIRT's and the Police Review Commission's mandate, priorities and interests at these tables.
• Serving as ASIRT's police liaison through the management of the outreach program, and facilitating the establishment and maintenance of effective relationships between ASIRT and police services
• Overseeing recruitment, hiring, onboarding and ongoing management of investigative managers, and other staff.
• Managing unit financial resources in accordance with government procedures, and raising emerging issues concerning unit finances to senior/executive leadership.
• Seeking and documenting appropriate approvals for business activities such as budget, travel, training and procurement.
Additionally, as part of ASIRT's and the Police Review Commission's senior leadership team, you will develop and maintain ASIRT's working relationships with various external bodies such as police services, police commissions, law enforcement organizations, police associations and community groups. Further, as a senior member of ASIRT and the Police Review Commission, you must foster and maintain the investigative excellence and reputation of the organization.
Candidates must be prepared to travel anywhere within Alberta, to the Yukon, and other Provinces and Territories as required.

Qualifications
A university graduation in a field related, plus six years of progressively responsible experience. Advanced knowledge of the Police Act, Criminal Code, Canada Evidence Act and other applicable legislation is mandatory.
Equivalency: Related experience or education may be considered as an equivalency on a one for one basis.
Please note, it is preferred that candidates have formal training and experience in the application of major case management principles and practices in relation to criminal investigations.

Notes
• There is one (1) full time, permanent position available.
• Location: Calgary or Edmonton, Alberta
• Final candidates will be required to undergo and pass a federal enhanced reliability security screening and maintain that level of security throughout their employment at ASIRT. Background checks, including a review of previous law enforcement service history and disciplinary history, will be considered.
• A valid class 5 Drivers license is required.
• The successful candidate must be eligible for a Peace Officer appointment in Alberta. Final candidates for this position may undergo a medical assessment.
