Role Responsibilities
Reporting to the Executive Director, People and Organizational Development, the Director, Human Resources provides enterprise level leadership for workforce governance, administration, and risk management. This role serves as the senior authority for labour relations, workforce compliance, compensation and benefits, attendance and disability management, and deploy ability governance across the employment lifecycle. The Director ensures human resource systems are disciplined, structured, legally defensible, and consistently applied to support police officers, peace officers, and civilian public safety professionals across the province. As a key structural leader in a newly established police service, the Director, Human Resources plays a critical role in building an operationally ready, compliant, and sustainable workforce that supports public trust and effective service to Albertans.
Key Responsibilities:
• Establish and oversee human resource governance frameworks aligned with legislation, collective agreements, policy, and provincial oversight requirements, while advising executive leadership on workforce risk and compliance.
• Serve as the senior authority on labour and employee relations, including collective bargaining support, grievance and dispute resolution, discipline, and performance management.
• Lead workforce administration and compensation programs, including classification systems, job evaluation, pensions, and benefits, ensuring equity, compliance, and financial stewardship.
• Provide governance oversight for attendance, disability, accommodation, and fit for duty processes, ensuring members are supported, deployable, and operationally ready.
• Collaborate with senior People leaders to ensure alignment across the workforce lifecycle, including onboarding, development, engagement, transition, and retirement planning.
• Develop and oversee workforce data, analytics, and executive reporting to monitor trends, inform decision making, and support accountability to leadership, oversight bodies, and government partners.

Qualifications
A university degree in Human Resources, Public Administration, Business Administration or any other related field, supplemented by seven (7) years of progressive Human Resources leadership experience.
Directly related education or experience considered on the basis of:
• one year of education for one year of experience.
• one year of experience for one year of education.
Requirements:
• Demonstrated experience as a senior Human Resources leader in a complex, unionized and/or public sector environment, with accountability for workforce governance and risk management.
• Significant experience in labour relations, including collective bargaining, grievance management, and interpretation of collective agreements in a unionized environment.
• Strong working knowledge of employment legislation, disability and attendance management, compensation frameworks, and workforce governance, with the ability to apply them in operationally complex settings.
• Experience providing strategic advice to executive leadership on workforce risk, compliance, and defensible decision-making.
• Demonstrated experience leveraging technology, systems, or digital platforms to modernize HR service delivery and improve efficiency, consistency, and accessibility.
Assets:
• Chartered Professional in Human Resources (CPHR) designation or equivalent professional accreditation.
• Experience operating in highly regulated, unionized, or high accountability. environments, such as public safety, healthcare, utilities, or government.
• Experience working within a multi-stakeholder environment involving government, oversight bodies, or regulatory agencies.
• Experience implementing or advancing HR best practices within complex organizations, including standardization of processes, governance, and service delivery models.

Notes
• There is one (1) permanent, full-time, fully in-person position available.
• Monday to Friday- 8:15am to 4:30pm.
• Final candidates will be required to undergo a security screening.
• Valid Class 5 Alberta Driver’s License or equivalent is required.
