Role Responsibilities

The Ministry of Primary and Preventative Health Services has an exciting opportunity for you to join our team!

Reporting to the Director, the Program Analyst role is to conduct quality assurance reviews of drafted decisions and to finalize formatting of the draft Director's decisions before the review and sign-off of the Director, allowing for a more focused review of content for the Director.  The Program Analyst is also responsible for assisting with the contract management process, which includes assisting in the development of request for proposal postings, vendor evaluation and selection, and preparing contract forecasts to facilitate administration of payment and monitoring of contract budget for over 30 contractors.

The Program Analyst may also assist with the planning and development of operational procedures for program delivery, undertake analysis on how implementation of proposed polices or procedures may affect program stakeholders, conduct basic research and assist with drafting documents and communication materials. The framework within which the Program Analyst operates includes the ministry business plan, branch operational plan, unit operational plan and applicable legislation specifically, the Protection for Persons in Care Act (PPCA) and PPC regulations.

This position will be responsible for the following duties: 

  • Provision of proficient writing and editing services which will support the finalization of Director decisions and contribute to an efficient work order system.
  • Reviews drafted Director decisions and applies high quality writing and editing skills to ensure accuracy, clarity, appropriate tone, style, grammar, and format. Assures correspondence standards are met and final draft responses are understandable and error-free.

  • Contribute to the development and maintenance of staff resources including formation of standard messaging for use in correspondence.
  • Collaborate with appropriate individuals and follow organizational processes related to the contract management process, to ensure the work of the unit is supported as necessary through contracted service providers.
  • Prepare documents to seek the necessary approvals to contract, assist in development of Request for Proposal (RFP), posting of RFP, vendor evaluation and selection, contract routing and approvals as guided by Procurement.

  • Provide contract forecasts to facilitate administration of payments and monitor contract dollars spent/remaining.
  • Undertakes analysis on how implementation of how proposed policies or procedures may affect program stakeholders.

  • Assists with the preparation of quantitative and qualitative data that may inform program policies or procedures or be used for public reporting.

  • Conducts basic research, which may include environmental scans and jurisdictional review.

  • Assists with the preparation of public reporting documents, such as the annual decision summary reports and assists with drafting documents and communication materials.

Qualifications

Minimum Recruitment Standards
Requirements:

  • University graduation (Public Health, Business, Political Science, Public Administration) or in a related field; no experience required; or equivalent as described below.

Equivalencies:
Directly related experience or education considered on the basis of: 

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.


The following knowledge or experiences are considered as assets:

  • Strong writing, editing, speaking and interpersonal skills with demonstrated experience.
  • Knowledge of basic research and analysis.
  • Knowledge of program and project management techniques and tools.
  • Knowledge of the Protection for Persons in Care Act and the two Protection for Persons in Care Regulations.
  • Intermediate computer software and application skills including MS Excel, Outlook, MS Word, and MS PowerPoint.
  • Strong planning, coordination, presentation, and critical thinking skills.
  • Effective communications skills (written and oral) to collaborate effectively with colleagues and with internal and external stakeholders.
  • Collaboration skills to successfully work in a cross-functional team environment.
  • Organization and prioritization skills to balance multiple ongoing projects at one time and ability to meet tight timelines and cope with changing priorities and deadlines.

Notes

This competition is a temporary full-time position working 36.25 hours per week, Monday to Friday.

End Date: March 1st, 2026, with a possibility of an extension or permanency.

This position is located in Edmonton or Calgary, Alberta.
