Role Responsibilities

The Senior Investigator conducts high-priority investigations under consumer protection legislation and delegated provisions of the Criminal Code of Canada. Working with minimal direct supervision, the role gathers and evaluates evidence, recommends regulatory or legal action, leads investigative teams, supports court and administrative proceedings, and provides technical guidance to other investigators.

 

Your key responsibilities include

  • Conducting complex investigations by interviewing involved parties, examining records, taking statements, and gathering, securing and preserving evidence.
  • Assessing investigative findings and recommending proportionate enforcement action, including warnings, undertakings, administrative proceedings, civil remedies or prosecution.
  • Leading multi-investigator files by developing investigative plans, securing resources, assigning responsibilities and directing investigative activities.
  • Preparing court, prosecution and administrative-hearing documentation, including briefs, draft charges, affidavits, summonses and subpoenas. 
  • Supporting legal and regulatory proceedings by serving documents, appearing as a witness, liaising with Crown prosecutors and assisting with case presentation.
  • Inspecting financial and business records to identify compliance deficiencies and communicate findings to regulated organizations.
  • Collaborating with police services, the RCMP, other governments and national or international enforcement partners on joint and cross-jurisdictional investigations.
  • Advising investigators on investigative techniques, sharing subject-matter expertise and supporting the development of less-experienced staff.
  • Contributing to legislative, policy and program discussions by identifying marketplace trends, enforcement concerns and potential legislative gaps.
  • Promoting consumer awareness through presentations, community partnerships and approved media activities.

Qualifications

A university degree in Criminology, Law enforcement, Investigations or a related field, in addition to:

  • Four years of investigative experience in a regulatory environment or extensive investigative experience in a law enforcement environment.
  • Extensive knowledge of consumer protection legislation, advanced investigative techniques and enforcement tools used in administrative and regulatory settings, or extensive investigation experience in a law enforcement environment.
  • Knowledge of relevant provincial and federal legislation affecting consumer marketplace investigations.
  • Ability to meet the requirements for appointment as a Peace Officer under the Peace Officer Act for the applicable enforcement authorities. 

 

The following will be considered Assets

  • Experience supporting or conducting prosecutions.
  • Experience with administrative enforcement actions or hearings.
  • Experience leading complex or multi-investigator files.
  • Experience working on joint, cross-jurisdictional or inter-agency investigations.
  • Experience preparing court documents or appearing as a witness in legal or administrative proceedings.
