Role Responsibilities

Reporting to the Director, Regulatory Affairs, the Manager, Regulatory Operations has overall responsibility for the delivery of regulatory intervention on behalf of consumers, including active participation at Alberta Utilities Commission (AUC) regulatory proceedings. The position incumbent will ensure provision of comprehensive technical support and resources such as legal counsel, external consultants, expert witnesses etc.; planning and supervising research, overseeing the drafting of UCA policy and technical evidence, drafting of cross-examination and providing instructions to legal counsel among other activities.

Establishing and maintaining collaborative, open and consultative relationships with AUC representatives, consumer organizations as well as other ministry stakeholders to ensure open lines of communication as well as consulting with UCA’s Education and Engagement teams on utility rates, terms and conditions to support issue resolution are critical requirements for this position. This role is responsible for overseeing and evaluating area operations in alignment with Branch business plans, while providing leadership, coaching, and mentoring to drive continuous improvement and team capacity. Strong strategic thinking, communication, decision-making, analytical, problem-solving, and relationship building skills are required to navigate complex interdisciplinary issues with economic, political, social, and environmental dimensions and to support high-profile public policy development. Success in this position depends on effective collaboration, strong interpersonal skills, and the ability to manage multiple complex issues while delivering results.

Additional Role Responsibilities include:

Regulatory Leadership & Consumer Representation

  • Lead a professional team dedicated to ensuring small energy consumer interests are effectively represented in proceedings before the Alberta Utilities Commission (AUC) and other relevant bodies.
  • Review all regulatory applications submitted to the AUC to identify material issues affecting consumers and determine the appropriate level of UCA involvement.
  • Conduct and oversee complex regulatory analysis, collaborating closely with the Market Policy and Analysis team, and provide well supported recommendations to senior leadership.
  • Supervise the development and approval of UCA information requests, policy evidence, legal arguments, and reply submissions.
  • Manage the UCA’s active participation in regulatory proceedings, ensuring the provision of comprehensive technical, legal, and expert support.
  • Ensure external consultants deliver high quality services that support regulatory interventions and meet contractual obligations.
  • Advance more effective regulatory intervention strategies, including promoting negotiated settlements and incentive regulation that benefit consumers.
  • Collaborate with other intervener organizations to develop coordinated and strategic intervention positions.


Team Leadership & Operational Management

  • Provide day-to-day leadership and management of the Regulatory Operations Team, ensuring delivery of outcomes aligned with Branch business plans.
  • Manage, coach, and mentor Senior Regulatory Analyst, Regulatory Analyst and Contract Coordinator to support continuous improvement and development.
  • Oversee the work of contract coordinator including all items related to contracting and invoicing.
  • Liaise with contracted regulatory consultants, experts and legal counsel to support UCA participation in proceedings.
  • Effectively manage human and financial resources effectively to achieve operational goals.

Information Systems & Regulatory Process Management

  • Oversee the management of UCA information within the AUC e‑filings system to ensure timely and accurate access to all relevant regulatory materials.
  • Work with AUC staff to maintain compatibility and functionality of information systems.
  • Assess the need for system enhancements and ensure required changes are implemented to support regulatory intervention processes.

 

Stakeholder Engagement & Collaboration

  • Build and maintain collaborative, transparent, and consultative relationships with AUC staff, consumer organizations, other ministries, and government partners to support shared objectives.
  • Consult with UCA’s Consumer Education and Engagement and Mediation teams on utility rates and terms and conditions issues, providing expert advice as needed.
  • Engage stakeholders to ensure consumer perspectives are incorporated into the implementation of energy utility legislation, policies, and programs.
  • Represent the Branch on committees and working groups across Government, Agencies, and the private sector to support decision making, communicate UCA positions, and foster innovation in regulatory matters.


Leadership & Business Expertise

  • Lead the development and evolution of a comprehensive regulatory intervention program, fostering commitment to new approaches and continuous improvement.
  • Guide projects and initiatives that provide sound information and advice to decision‑makers, working collaboratively with managers and executives across the ministry.
  • Demonstrate strong relationship building, facilitation, consultation, and negotiation skills when working with diverse stakeholders.
  • Foster a culture of staff development, team building, innovation, and continuous improvement.

Qualifications

University graduation in a related field (Business/Commerce, Law, Environmental Sciences, Engineering, Public Policy, Public Administration, etc.) and 4 years of progressively responsible related experience are required.

Related experience can include research and analysis, stakeholder engagement, technical writing and briefing, policy development, and project/program management, etc.

Assets:

  • Extensive experience working within the Government, Agencies, Consumer Groups, Utilities, or other parts of Energy and/or Electricity sector in increasingly responsible related roles.
  • Experience with interpreting legislation, regulatory framework, and policies e.g. Electric Utilities Act, Gas Utilities Act, Alberta Utilities Commission Act) to provide feasible recommendations to management and executive leadership.
  • Detailed knowledge and/or experience of utilities industry, trends, economic principles relating to costing methodologies, utility finance, rate design and conditions of service.
  • Project Management experience initiating, planning, organizing, and implementing projects based on high-level direction and the intended outcome.
