Assisted Living and Social Services (ALSS) provides supports for seniors, families, and communities, and helps Albertans access disability services, continuing care, financial supports, affordable housing, services for the homeless, and other social-based programs. The Appeals Secretariat is an impartial government body that provides administrative support to the Citizen’s Appeal Panel and supports the appeal process by scheduling hearings and providing information to all parties about the appeal process. The Appeals Secretariat supports appeals under the following legislation:
- Assured Income for the Severely Handicapped Act (AISH).
- Income and Employment Supports Act (IES).
- Public Health Act – Aids to Daily Living Regulation.
- Persons with Developmental Disabilities Services Act (PDD).
- Early Learning and Child Care Act (ELCC).
- Child, Youth and Family Enhancement Act (CYFE).
- Family Support for Children with Disabilities Act (FSCD).
- Protection for Persons in Care Act (PPC).
- Seniors Benefit Act – General regulations.
- Continuing Care Act.
- Mental Health Services Protection Act.
Role Responsibilities
Reporting to the Director, Appeals Secretariat, the Manager, Appeals Operations will be responsible for the management of appeals operations across the province for appeals heard by the Citizen’s Appeal Panel.
Duties and responsibilities include but are not limited to:
- Provide leadership and direction to service delivery staff, mentor and supervise the Appeals Leads and the Appeals Operations Coordinator.
- Provide direction on administrative fairness to all steps of the appeal process to ensure consistency throughout the province.
- Provide leadership and direction in the development and implementation of operational guidelines and procedures.
- Ensure operations support a fair, accessible and timely appeal process.
- Exercise delegated authority to adjudicate time extension requests.
- Lead implementation of appeal operation changes recommended by the Alberta Ombudsman, Alberta Human Rights Commission, or Alberta Courts.
- Maintain effective and collaborative working relationships with Ministry programs, external stakeholders, and Citizen’s Appeal Panel members, particularly the Chair and Vice-Chairs.
- Develop and implement procedures for the effective use of IT systems to maintain efficient case management of appeals, accurate appeal records and data.

Qualifications
Minimum Requirements:
- University graduation in a related field, supplemented by four (4) years related experience.
- Related experience or education may be considered as an equivalency on a one for one basis.
The position requires extensive knowledge and understanding in:
- Administrative law and quasi-judicial appeal processes.
- Diversity and inclusion.
- Legislation and regulations under which the citizen's appeal panel operate.
- Services provided by the program areas and in relation to which albertans may appeal.
- Other legislation, regulations, and policies that impact the citizen's appeal panel and the Appeals Secretariat.

Hours of work: 36.25 hours per week, Monday – Friday
