Tourism and Sport - one of the Government of Alberta’s newest and most exciting ministries! We lead the development, sustainability and growth of Alberta’s visitor economy. We also lead the growth of Alberta’s non-profit sport system as well as promote safe and welcoming environments for sport, physical activity and recreation.
The Sport, Tourism and Recreation (STAR) Division leads programming for the department. The Division is comprised of the Assistant Deputy Minister's office; the Sport, Physical Activity and Recreation (SPAR) Branch; and the Tourism Policy and Strategy Branch. The STAR Division collaborates with many Government of Alberta Ministries and with a broad range of tourism, sport, physical activity and recreation stakeholders. In 2024, the All-Season Resorts Act was passed to incentivize the responsible, sustainable development of all-season, year round resorts in Alberta.

Role Responsibilities
Reporting to the Executive Director of the All-Season Resorts Branch, the Director - Regulatory Operations, All-Season Resorts is responsible for providing regulatory leadership and oversight of All-Season Resort developments to drive the growth of Alberta's visitor economy towards the target of $25 billion in annual visitor expenditure by 2035, creating sustainable economic opportunities for communities across the province, all year-round.
As Director, Regulatory Operations, you will build and operate the regulatory system for All-Season Resorts as the “sole” land and resource regulatory for All-Season resorts. The Director will ensure the highest regulatory standards are upheld in terms of regulatory oversight, land and environmental review, First Nations consultation and public engagement. This includes statutory decision making related to authorizations, management and compliance of All-Season Resorts with all applicable legislation while ensure that they meet the established outcomes related to the sustainable development. You will provide strategic and regulatory direction to teams from specialized environmental and business-orientated backgrounds.
Responsibilities include:
- Effective and efficient delivery on ASR regulatory functions
- Managing complex, complicated and contentious regulatory problems
- Leading multi-disciplinary professional and technical teams and providing direction and decisions regarding handling complex and contentious issues and files
- Managing situations or issues that are generally unstructured and unique requiring creative approaches to ensuring outcome that is meaningful and results in clear benefits for the environment and the economy
- Championing the stewardship model through regulatory application and incident management tracking and progress monitoring/reporting to ensure service targets are met or exceeded
The position requires temperance in addition to a firm understanding of the legislation, regulatory tools and human dynamics. The daily challenges the Director is faced with are conducted in a team environment and require excellent communication skills, organizational awareness and the ability to engage and assign tasks. Most decisions made in this position have an impact on the environment, the reputation of the Government of Alberta and can have financial implications to the parties involved.

Qualifications
Required:
- University degree in Resource Management, Environmental Sciences, Environment/ Natural Resource Law, Engineering: OR
- related, PLUS 7 years related experience or equivalent as described
Equivalency:
- Directly related education or experience considered on the basis of 1 year of education for 1 year of experience: OR
- 1 year of experience for 1 year of education
For Example:
- Related 1 year certificate PLUS a minimum 10 years of experience
- Related 2-year diploma PLUS a minimum 9 years of experience
- Related minimum 11 years of experience Minimum recruitment standards outline the minimum education and experience required for appointment to a job classification.
The successful candidate MUST also have:
- Experience with statutory decision making within a regulatory environment for crown lands, natural resource management, tourism/municipal sector, or other directly related experience.
- Knowledge and experience with natural resource management, sustainable development practices, environmental issues, environmental impacts, environmental media
- Extensive knowledge of regulatory assurance principles and can apply legislative intent consistently often in unique situations to meet the environmental, social, and economic objectives of the Government of Alberta
- Demonstrated effective communication, conflict resolution and facilitation skills
- Familiar with GoA and Ministry decision-making processes, including regional/sub-regional planning; regional management frameworks, integrated approvals, and compliance including education, prevention, and enforcement
- Project management skills and the ability to successfully meet multiple priorities
- Demonstrated problem solving, organizational and resource management skills in working with multiple stakeholders including the public
- Knowledge and understanding of risk management principles and how to apply risk into strategic and operational decision-making
Assets:
- Experience with change management
- Knowledge of and experience with the tourism industry and the all-season resort sector
- Knowledge of GoA and Ministry mandate business goals and objectives
