The Ministry of Public Safety and Emergency Services has significant oversight and involvement in the public security and emergency services through its various divisions and operations. The department is responsible for the administration of law enforcement, correctional services, emergency response and recovery, policing and police oversight and public safety. The ministry works to ensure the development, availability and access to Restorative Justice, Victim Services, and specialized courts and administers federal firearms legislation and advocates for Alberta’s lawful firearms owners and promotes safety. The Strategy Support and Integrated Initiatives division within the ministry is also a shared service, along with the financial services division, between Justice and the Ministry of Public Safety and Emergency Services (PSES). The Alberta Sheriffs Police Service (ASPS) was created in July 2025, and once operational, will strengthen Alberta’s existing policing model and complement the province’s current police services. The ASPS will help fill law enforcement service gaps and ensure its law enforcement resources are deployed efficiently to meet Alberta’s evolving public safety needs.

Role
The Executive Director plays a critical role in the administrative functioning and support to the Independent Agency Police Service Oversight Board and ASPS Corporate Board in carrying out their full mandates related to police oversight, corporation administration, and fiscal management of the ASPS. The Executive Director ensures that Board members have the information, analysis, and strategic guidance necessary to fulfill their legislated and regulated responsibilities effectively and transparently. The position will also act as a liaison to the Ministry and Government of Alberta in relation to corporate and administrative requirements; and ensures the Boards align with and meets the requirements of the Alberta Public Agencies Governance Act (APAGA).
The Oversight Board is responsible for overseeing policing services delivered by the ASPS, including the performance of the Chief of the ASPS and all ASPS police officers. This mandate includes developing policing policies, establishing performance measures, conducting inquiries, and reviewing complaints involving ASPS officers and the Chief. The Executive Director supports these functions through coordinating the preparation of reports, information packages, and evidence required for Board deliberations on policing oversight matters, ensuring appropriate processes are in place for the review, documentation, and tracking of complaints, inquiries, and performance related matters, providing policy research, analysis, and advice to support the development of policing policies and performance measures, managing the flow of confidential information between the Board, ASPS leadership, and other relevant stakeholders in accordance with legislation and governance practices and supporting the Board in executing inquiries or reviews by organizing logistics, documentation, legal references, and procedural requirements.
The Corporate Board is responsible for the general management and overall operation of the ASPS corporation, including the development of governance bylaws, business processes, and procedural rules that guide the functioning of the organization.
The Executive Director supports these functions and responsibilities by: providing strategic and administrative guidance on governance, corporate administration, and procedural frameworks, drafting or coordinating the development of bylaws, governance documents, procedural rules, and operational standards for Board approval, overseeing the day to day management of the Board office and ensuring seamless administrative operations, and that corporate processes, administrative systems, and information flow support the effectiveness and professionalism of the ASPS corporation.
Qualifications
As an influential and highly credible leader, you will build networks, lead, and support the effective functioning of the Boards. You will have strong Governance foundation, solid strategic analysis skills and sound working knowledge of policing, police oversight, public security, knowledge of Indigenous policing and the criminal justice system. Your strong communication skills and political acumen will enable you to lead projects as you develop strong working relationships with internal and external stakeholders. You will have a proven track record of consulting with stakeholders and negotiating agreements on contentious issues. Experience with board governance and the ability to manage complex issues will be key to your success.
The ideal candidate has a related university degree with a focus on public or business administration or a JD or master of laws, along with significant experience in policy development for police commissions or boards, including experience with the Police Act and other relevant legislation.
Salary
$5,896.65 - $7,749.28 bi-weekly / ($153,902.57 - $202,256.21/ year)
